Job description
Job Title: Youth Outreach Manager
Reports to: Project Director
Position Classification and wage: Non-exempt/ $45,000 to $52,000 a year
Office Location : Green Country- Travel between the different offices
Primary Objectives of Position : The Youth Coordinator/Outreach Specialist plans and implements all activities and functions of the youth recruitment process to ensure programmatic goals and objectives are accomplished within prescribed time frames, funding parameters and organizational priorities.
Essential Job Functions:
- Assume 100% responsibility for the recruitment of youth with the primary focus on out-of-school youth recruitment.
- Conduct group orientation/overviews to interested applicants to promote the benefits of program participation.
- Interview potential youth, conduct eligibility and suitability screening, and provide documentation to Career Navigators. Provide warm hand off to youth's assigned Career Navigator.
- Collaborate with other team members to create and execute targeted events to include, but not limited to, job readiness seminars, recruiting events, and work experience and on-the-job training opportunities.
- Provide a weekly progress report to management about the recruitment status to include activities that were conducted and recruitment numbers.
- Work with the youth based community organizations and local youth to communicate the benefits and opportunities available through WIOA programs. Ensure organizations & potential youth customers understand COWIB's programs, sees the value in them and therefore facilitate enrollments.
- Network through industry contacts, association memberships, referrals, etc. to make connections to possible youth participants.
- Conduct regular follow-up with organizations to determine the effectiveness of recruiting plans and implementation. Status of follow-up meetings should be addressed in weekly progress reports.
- Develop a pool of potential organizations that can serve as a source of youth recruitment sites. Communicate with them regularly to establish rapport and generate new enrollments. Statuses reported in weekly progress report.
- Continually research and recommend new sources for youth recruitments. Recommendations recorded in weekly status reports.
- Prepare outreach plans, literature, media kits, etc, for the purpose of engaging youth in WIOA programs. Distributes outreach materials to organizations frequented by potential youth customers.
- Provide input to Project Director on any modifications to the youth enrollment process or the Dynamic Futures model to continually improve services to the youth customers.
- Monitor the Dynamic Futures program at least twice a week for quality.
- Work with Business Services Liaison to develop and place youth in Work Experiences.
- Works with Business Services Liaison to develop and place youth in On the Job Training.
- Reviews and approves youth expenditure requests.
- Attends educational training sessions and staff meetings to enhance skills and program development.
- Strives to achieve highest level of customer satisfaction, including internal customers, participants and contracted customers. Identifies opportunities and recommends actions for continuous improvement in all activities.
- Performs other duties as identified or requested for the success of performance and contract goals
Physical Demands/Work Environment: Physical requirements include carrying/lifting up to 5 pounds, frequently; up to 10 pounds, regularly; and up to 25 pounds, occasionally. Visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to drive an automobile and operate computer keyboard and basic office equipment; subject to carrying, lifting, twisting and reaching to perform essential job functions. Working conditions are primarily in an office environment with occasional travel to other locations.

Qualifications:
Education : Associate Degree with course work in Social Services or related field or equivalent experience.
Experience : Related work experience. Must possess excellent verbal and written communication skills as well as demonstrated customer service skills and computer skills, with experience using word processing and spreadsheet software programs required.
Skills/Abilities : Ability to communicate effectively read and interpret written procedures, ability to prepare routine reports, ability to enter data into computerized system, ability to file records correctly, and type materials neatly and accurately, knowledge of general office procedures, knowledge of, or ability to learn appropriate data systems, skills in dealing with customers using Extreme Customer Service.
Additional Requirements: Must have valid driver's license and adequate vehicle insurance coverage.
