Job Overview

The Manager Project Bond D&C is responsible for managing multiple, complex, medium-scale construction projects from design phasethrough construction phase and campus activation. This individual will manage project teams, assist with the review of design and construction documents, coordinate with local regulatory agencies and utility companies, monitor construction work, perform construction observations, and facilitate construction-related problem resolution. This is a professional position assigned only to the Design & Construction Department.

Position Description

Essential Duties and Responsibilities

Understand the contractual responsibilities of the owner (FBISD), design consultant (A/E), professional service consultants (non-A/E), and contractor as defined in the FBISD construction contracts, and monitor all project stakeholders to ensure they fulfill their contractual responsibilities.
Perform project coordination during the pre-design and design phase of projects and prepare necessary reports/documents as required
Attend project meetings and observes critical activities at the site: pre-bid meeting, pre-construction meeting progress meetings, sub-contractor coordination meetings, and other critical construction events
Procure and manage professional services consultants required for the design and construction phases of the project.
Lead coordination of all drawings and specifications for medium size capital improvement projects and maintain an accurate set of construction documents
Oversee project design meetings and ensure project team members are complying with District Standards (e.g., educational specifications, facility educational standards and technical design guidelines, etc.)
Work with the Design and Construction leadership team for assigned capital improvement medium size projects to develop and manage the budget, scope and schedule.
Attend project construction meetings meetings and observes critical activities at the site:pre-bid meeting, pre-construction meeting progress meetings, sub-contractor coordination meetings, and other critical construction events
Utilize daily project management integrated software (PMIS) program and PM tools (Bluebeam, MS project, etc.) for all bond projects.
Visit assigned job sites to view construction progress, quality of work, and expedite resolution of project. Generate site observation reports and review site observer’s observation reports and monthly work-in progress summaries. Provide written and photographic documentation of significant project events and issues.
Monitor the overall quality of work in accordance with contract documents to minimize punch list and improve the final product
Monitor and oversee the work of Project Engineers as assigned
Walk the punch list with design professional and contractor. Schedule, coordinate, attend, and participate in project punch walks, owner training, and cover up inspections
Manage project closeout documents including, but not limited to, substantial completion requirements, warranties, lien releases, operations and maintenance manuals, attic stock, local agencies approvals, record documents, final systems reports and final closeout requirements
Assist in the transition of ownership and move-in from contractor to FBISD including:building insurance; utility payments; activating security systems; distribution of keys; furniture, fixture and equipment (FF&E) delivery and set up; and occupancy
Review project submittals and consultant reports to verify compliance with district standards, construction documents and manufacture’s recommendations in the field.
Review pricing and time extensions on all proposed changes and work with design consultant and contractor to resolve differences. Recommend approval to the Design and Construction department leadership team when price and scope are acceptable to project manager.
Monitor the overall quality of work in accordance with contract documents to minimize punch list
Ensure successful completion of assigned construction projects within the constraints of the budget, schedule and scope of work. Inform Construction Manager of relevant project issues and request assistance, as needed, to perform job functions.
Manage the transition of building ownership and move-in from contractor to FBISD including: building insurance; utility payments; activating security systems; distribution of keys; furniture, fixture and equipment (FF&E) delivery and set up; and occupancy
Review and approve monthly payment applications from professional service consultants and contractors.
Track one-year warranty items. Performs quarterly site visits for the first year and final one-year walk-through.

Additional Information

Possession of physical attributes required to carry out essential functions including fine motor skills and dexterity required to draft and use computer technology, cell phone, pager, etc. Possession of the physical attributes required to carry out essential functions including bending, carrying plans, specifications, project files, and product samples, stretching, walking for extended periods of time, stepping over construction obstacles, climbing stairs and ladders, standing, and operating automotive equipment. Some of the work involves only exposure to normal, everyday risks. Daily activities involve observing and monitoring construction projects in all weather conditions and access to “hard-hat” areas. Also involves exposure to potential hazards at such sites including exposure to dust, fumes, and chemicals that are used on construction projects.
Position is funded by the current bond program and is dependent upon current and future bond programs for funding

Qualifications:

Bachelor's degree in construction management, engineering, or architecture
10 plus years' of experience in the construction industry may be considered in lieu of degree
Minimum of 3 years of progressive professional experience in the management and administration of construction projects including commercial, industrial, or school facilities
School design & construction experience is preferred
Experience with project management/ construction management software (e.g., Kahua, Prolog, etc.) is preferred

Salary Range:

$109,368 - $155,303
