Job description

Position Summary
Serves in a lead role in the Storm Water Quality Program, assessing and restoring stream conditions using analog, empirical and analytical measurements and observations, including geomorphological assessments using industry-standard techniques. This position, requiring expert-level knowledge, provides outputs from these assessments and carefully analyzes data using statistical analyses, models and other proven scientific techniques so that the sources of stream degradation can be identified and
effective solutions developed, prioritized, implemented, and evaluated for achieving metric goals established for the Water Quality component of the Storm Water Capital Improvement Program.

More About the Role:
This engineering related leadership position serves as the technical stream morphology expert for Water Quality’s Stream Restoration Ranking System (SRRS). Position requires advanced knowledge of stream hydraulics, hydrologic processes, and Natural Channel Design principles. Position requires a strong understanding of land surveying techniques (differential leveling, GPS) and the ability to learn and understand hydrology/hydraulic software such as: HEC-RAS, RiverMORPH, ArcGIS, and AutoCAD. Position requires basic understanding of engineering design plans for stream restoration projects. Dependent on qualifications, position may support Engineering/Mitigation Program with in-house design efforts for stream channel site repair(s).

Essential Functions
Leads the development and implementation of comprehensive, data driven plans for restoring
impaired streams
Assesses stream geomorphology using industry standard techniques to assess stream health and
functionality by evaluating channel dimension, pattern and profile
Develops and implement systems for prioritizing stream restoration and other mitigation measures
based on uplift potential
Organizes and implement detailed stream assessments and restoration measures
Produces highly technical, data driven plans and reports
Evaluates and provide technical comments regarding engineering plans for construction of stream
restoration projects and other mitigation measures
Organizes and conduct meetings involving stakeholder groups for reaching consensus
Assesses the effectiveness of mitigation measures, makes recommendations regarding mitigation
credit potential for restoration projects
Establishes metric goals and measures attainment, identifies restoration/mitigation measures,
assesses uplift potential, sets goal, and collects data to determine attainment

Minimum Qualifications
Experience:
Minimum of four years of experience within the area of assignment including three years experience in
stream assessment and restoration and/or watershed management.

Education:
Bachelor’s degree in Hydrology, Engineering, Geography, Environmental Science, Chemistry or a closely
related field with courses in Computer Science, Mathematics, Environmental Analysis, and Statistics
Combination of relevant education and relevant experience accepted?: Yes

Licenses and Certifications
A valid North Carolina or South Carolina Driver’s License
Must obtain and maintain a valid Mecklenburg County Vehicle Operator’s Permit
Completed the Rosgen Level IV geomorphological or other relevant training

Preferred Qualifications
Proficient in GIS
Proficient with Surveying equipment; GPS units; Water quality monitoring instruments such as
YSI multiprobes, ISCO automated samplers; Mobile data collection systems; and cellular phones
