Job description
GENERAL DUTIES:
- Review and process customer-submitted Procurement Request (PR) packages for Government execution. Currently PRs are submitted via Microsoft Outlook. The Contractor shall coordinate with requirement owners to provide qualitative and compliance feedback, including recommendations to realize quality improvements in the existing process.
- Review incoming PR documentation and make sufficiency evaluations of submitted PRs to determine a recommendation course of action, such as if PRs should be accepted or returned to customer. Contractor shall ensure that each submitted PR contains the proper documents and information in accordance with established Contracting Procedures, Policies, and Guidance (PPG). Individual is to provide feedback and support to requiring activities for improvements and compliance with existing PPG.
- Review data on Small Business and Competition requirements to ensure market research is sufficiently documented.
- Assist Contracting Office Personnel to prepare for programmatic reviews, internal inspections, or other oversight and compliance audits or reviews. Support may include file review and maintenance, assistance with data calls.
- Assist in research and provide status of various contracts as required within the Contracting Office.
- Provide administrative support to Contracting Office personnel in procurement and program management, planning meetings with regards to objectives, assistance in preparation of acquisition functions, and analyses of different acquisition requirements.
- Assist in coordinating and preparing non-Inherently Governmental Functions (IGF) internal and external correspondence normally encountered in the acquisition process.
- Obtain appropriate data from business and technical officials necessary for acquisition functions required through the acquisition cycle to include pre-award and post-award administrative functions.
- Coordinate as required with technical specialists, Government employees, other offices, and other agencies regarding acquisitions functions.
- Perform non-IGF pre-award acquisition functions in support of contracting actions.
- Perform non-IGF acquisitions tasks in support of contracting actions. Tasks may be performed via SAM, Beta.sam.gov, GSA, or other internal or external Federal contracting Tools.
REQUIRED QUALIFICATIONS:
- 6-8 years of experience performing acquisition-related functions.
- Experience supporting Science related acquisition support
- 4 years of experience working in the Standard Procurement System (SPS)/Procurement Desktop Defense (PD2) database.
- Experience with all other systems-related tools, including but not limited to Microsoft Office Suite include Word, Excel, and PowerPoint, Adobe Acrobat DC/Professional, Adobe Photoshop, and Microsoft SharePoint 2010 or higher.
- Experience working with Contractor Performance Assessment Reporting System (CPARS), System for Award Management (SAM), beta.SAM, GSA, and other compliance/processing/reporting system
