The Agricultural Conservation Experienced Services (ACES) Program offers unique opportunities in Scientific, Technical, and Agricultural support for individuals aged 55 and over to support the Department of Agriculture?s Natural Resources Conservation Service (NRCS) through a grant administered program awarded to National Experienced Workforce Solutions (NEW Solutions). This is a unique program where your talents, expertise, and experience will truly be valued. The ACES program provides an opportunity to work side-by-side with NRCS staff that are doing important work every day. Benefits: Paid Health Insurance Premium for positions budgeted at 60+ hours per pay period, Accrued Vacation and Sick Leave, Paid Federal Holidays, and optional Vision and Dental Insurance available for positions budgeted at 35+ hours per pay period. Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an "at-will" relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee. NOTE: An ?ACES Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?ACES Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the USDA-NRCS and administered by NEW Solutions. Qualifications:

Minimum of 15 year(s) of experience in relevant experience. OR MA/MS Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

Duties:

This is a part-time NRCS-ACES affiliate position within the NRCS State Office which will provide technical assistance as an economist for Water Resources activities. The affiliate provides technical assistance as an economist for Water Resources activities. Because of the multi-disciplinary interaction required of the staffing multi-objective planning activities, the affiliate will integrate his/her activities with the other staff disciplines.

  • Under the general supervision of State Office Leadership, the affiliate independently performs economic investigations for incorporation into natural resource plans involving modification or refinement of standard techniques and procedures. The affiliate will: (1) Participates as planning economist in project formulation of assigned conservation programs and natural resource projects within a state. (2) Coordinates economic analyses made by affiliate and other planning economists and technicians. (3) Serves as interdisciplinary team member for specific studies and/or plan developments, environmental assessments and project management activities.   30%
  • Writes and/or edits narrative portions of project plans, reports, and environmental documents.   30%
  • Serves as planning economist in developing the overall economic phases of natural resource plans. Directs and supervises economic field examinations of natural resource projects to estimate physical potential for a favorable benefit-cost ratio and prepares or supervises the preparation of the economic phases of preliminary reports, plans of work, and planning requests.   15%
  • Prepares or supervises the preparation of economic information to be contained in environmental impact statements and river basin and/or floodplain management studies.   15%
  • Prepares economic tables and narrative for inclusion in the natural resource's plans. Collaborates with other work activities and accomplishments to aid in scheduling further work.   10%

  • Travel Requirements: Follows federal travel policy.
