All U.S. Attorneys' Offices and Executive Office for the U.S. Attorneys: Current Federal employees in permanent competitive service positions (status candidates) in all U.S. Attorneys' Offices (USAOs) and the Executive Office for the U.S. Attorneys (EOUSA), plus well-qualified surplus and displaced Department of Justice (DOJ) employees (CTAP) in the local commuting area. Duties

If selected for this position, you will join a well-respected team responsible for providing substantive administrative services to the United States Attorney's Office (USAO) for the Northern District of New York (NDNY). The Administrative Services Specialist will work independently and collaboratively with program specialists, administrative management, and district leadership to ensure all office operations are conducted effectively and efficiently. The incumbent will provide in-depth programmatic services and related budget, financial, and regulatory analysis in a variety of areas, including contracting, procurement, records management, and facilities/space management to implement improvements that will promote responsiveness. Typical work assignments will include:

Evaluating the validity of requests and adequacy of justifications for support services in accordance with district needs and budgetary objectives.
Developing and documenting acquisition strategy based on market conditions, specifications, and technical requirements for procuring supplies/services requiring specialized handling provisions, terms, and conditions.
Reviewing requisitions to determine contract type, competition requirements, contract vehicle, and applicable authorities.
Making recommendations on technical documents, including statements of work, performance work statements, and statements of objectives.
Developing procurement plans through review of prior history and market conditions.
Monitoring contractors to ensure the delivery of requirements, documentation of inspections, acceptance of deliverables, and review and approval/rejection of invoices.
Reviewing and analyzing settlement proposals, audit reports, and technical evaluations.
Recommending operational improvements involving substantial changes in administrative procedure, increased automation, or alternatives requiring significant financial investment.
Analyzing and evaluating current office systems to develop new/alternative procedures to improve the effectiveness of work methods, utilization of space and manpower, use of equipment, organizational structure, distribution of work assignments, delegation of authority, management controls, workflow, and systems development.
Serving as representative and maintaining appropriate records for construction, maintenance, service contracts, and all minor/emergency repair projects.
Projecting and analyzing space needs based on proposed initiatives, staff changes, and technology improvements.
In conjunction with the Administrative Officer and Branch Manager, designing changes to office layouts, scheduling alterations/repairs, overseeing building renovations, and recommending staff relocations.
Promoting and coordinating effective records management programs in conjunction with department/component policies through employee guidance and training.
Developing district guidelines/policies/procedures for the management of records to include the protection of classified/sensitive information and periodic inspection.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications
To be qualified at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience; Education; OR a Combination of Specialized Experience and Education.


Specialized Experience: One (1) full year of specialized experience equivalent to at least work at the GS-09 level in Federal service, which has equipped you with the competencies to successfully perform the duties of the position. Specialized experience is defined as experience performing the following types of duties: assisting in the formulation and execution of the support services budget; analyzing support services requirements/processes/procedures to identify issues and recommend improvements/revisions; administering a variety of routine contracts such as expert witness and annual service; developing procurement plans through review of history and market conditions; determining the appropriate method to procure a variety of standard products/services such as formal advertising and negotiation; providing guidance to staff in the development of contractual elements, such as statements of work, performance work statements, and statements of objectives; monitoring contractor performance to submit technical progress reports or take appropriate action to expedite delivery/performance; developing guidelines/policies/procedures for the management of records; providing guidance and training to promote and coordinate an effective/compliant records management program; conducting records management reviews to ensure the protection of classified/sensitive information; coordinating construction/maintenance/service contracts and repair projects to include emergency service requests; projecting and analyzing space needs based on proposed initiatives, staff changes, and technology improvements; and coordinating facility/space requirements for special events, press conferences, meetings, or community outreach activities.

Education: One of the following types of education in a related field (e.g., Business; Accounting; Finance): a Ph.D. or equivalent doctoral degree; OR three (3) full years of progressively higher-level graduate education leading to such a degree; OR LL.M. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

Combination of Specialized Experience and Education: A combination of specialized experience and successfully completed graduate education as described above may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of two full years.
