Job Description:
POSITION SUMMARY
The Energy and Environment Cabinet is seeking an experienced IT Project Manager - Certified. They will be working with stakeholders, a Business Analyst and management on the rewrite of our Electronic Mine Inspections Reports program (eMIR), later on the Surface Mining Information System project (SMIS) and then potentially others.
TASKS AND RESPONSIBILITIES
Responsible for the overall direction, coordination, implementation, execution and control of strategic IT projects ensuring consistency with the Energy and Environment Cabinet Office of Administrative Services (OAS) strategies, policies, procedures, commitments and goals.
Leads complex IT projects through the entire project lifecycle, including include project initiation, project planning, project execution, project monitoring, and project closure to successfully deliver assigned projects within the agreed constraints agreed upon by the stakeholders and IT management.
Experienced in managing projects using the Waterfall, Kanban and Agile methodologies.
Develops and executes project plans to include project deliverables, project schedule, milestones, dependencies, resource allocation, scope and change management, test and implementation activities.
Works with project teams, IT management and stakeholders to resolve project issues, priorities and resource conflicts.
Ensures the integration of project management best practices and principles are integrated into all projects.
Will manage and direct the day-to-day activities of one or more projects working with the project teams to successfully deliver the projects on time within the constraints of schedule, scope, resource availability, and quality.
Develops and maintains project documentation to include Business Case, Project Charter, Kick-off Meeting Agenda, Project Plan, Statements of Work, Work Breakdown Structure, Schedule, Change Management, Project Closure Template and Status Reports.
Works with departmental management on processes such as resource allocation, conflict resolution, scheduling and planning activities.
Briefs stakeholders and upper management on a weekly basis on project progress, schedule, status and issue resolutions.
JOB REQUIREMENTS
The Project Manager will be required to follow the existing work from home policy, which is 1 day in the office and 4 days remote.
Bachelor's degree in information technology or business-related field preferred.
Project Management Institute (PMI) Certification, Project Management Professional Certification (PMP), Certified Agile Leadership (CAL) Certification or Leading Scaled Agile Frame (SAFe) Certified.
3 -5 years of experience in information systems full life-cycle application planning, development and implementation.
Experience with application development specifically related to web-based portal solutions.
Experience communicating with technical and non-technical stakeholders with a variety of backgrounds working across a diverse organization.
Experience in building and maintaining an effective team environment, solving problems and issues, resolving conflicts, managing resources that are working on multiple projects concurrently and communicating effectively with internal and external customers.
Ability to create and deliver presentations to stakeholders and IT management.
Proficient with MS 365 tools: Teams, SharePoint, Outlook, Excel, Word, PowerPoint, Project and Visio
Proficient with Atlassian tools: Jira Software, Jira Work Management, Jira Product Discovery, Confluence, Trello
