UC San Diego Health is seeking a Value Based Population Health Applications Lead Analyst responsible for developing and implementing a and maintaining Epic and non-Epic applications for UCSD and its affiliated organizations via Community Connect including Healthy Planet (Epic), Link (Epic), and Digital Health mobile applications, interfaces, and devices. The Value Based Population Health Applications Lead Analyst will primarily support the Epic Healthy Planet Applications, but should have working experience with Epic Ambulatory, Reporting Workbench, Radar Dashboards, and Compass Rose applications. The Value Based Population Health Applications Lead Analyst reports to the Value Based Population Health Applications Manager in the Information Services department and closely collaborates with operations management on a daily basis.
Organizational Context
UC San Diego Health's Value Based Population Health programs aim to advance the Quintuple Aim- the simultaneous improvement of patient outcomes, patient experience, health equity, provider experience, and reduction of cost of care. Insightful and timely analytics directly drives clinical and operational population health efforts to achieve all five outcomes in a program scalable in the community across county lines. Familiarity with health plan delegated risk, full risk, ACO contracts, clinically integrated affiliate networks, and statistical and financial analysis is strongly preferred.
Technical Skills
The Value Based Population Health Applications Lead Analyst is responsible for the development of Epic-based workflows in Healthy Planet and Ambulatory Epic applications as well as non-Epic integrated applications, and any up/downstream applications. Strong candidates are experienced in all phases of application implementation including discovery, validation, workflow, and process design. Candidates are required to have experience with application build, application testing, integrated testing, end-user training, go-live, optimization, maintenance, and upgrade/update. Familiarity with EHR data models and reporting tools like Epic's Radar and Reporting Workbench, and quality measures are also strongly preferred. Epic application certification (s) are strongly preferred and required within 4 months of your start date.
Nine (9) years of related experience, education/training, OR a Bachelor's degree in related area plus five (5) years of related experience/training.
Incumbent must obtain certification in primary EMR module(s) within 4 months of initial hire.ยท
Incumbent must maintain current certification for primary EMR module(s) as a condition of employment.
Experience and proven success in information systems implementation, development and support within a large-scale healthcare organization.
Familiarity in developing Epic Healthy Planet related applications for Care Managers, clinically integrated networks (CINs), Population Health Management, HEDIS/NCQA Based quality measures, and Accountable Care organizations (ACO)
Certification or familiarity with modules of Healthy Planet (Epic) and EpicCare Ambulatory (Epic)
Familiarity with deploying Population Health Management systems across Epic and non-Epic sites
Familiarity with Agile development, Software Development Life Cycles (SDLC), Product Development Life Cycles (PDLC), and waterfall implementation methodologies.
At least one current Epic application certification (preferably EpicCare Ambulatory or Healthy Planet).
Excellent interpersonal, verbal, written, and presentation skills for a group setting; ability to manage multiple programs independently, setting priorities to meet deadlines.
Good negotiation and influencing skills.
Demonstrated ability to work with others from diverse backgrounds; demonstrated effective communication and interpersonal skills.
Ability to project manage several projects at once, as well as product management in the population health space.
Must be willing to work various hours and locations based on business needs.
