Specific Responsibilities:
This is an Environmental Supervisor II-SES position responsible for the coordination and monitoring of a comprehensive environmental regulation program consisting of Food Hygiene, Assisted Living Facilities, and other residential living facilities, Schools, Mobile Home Parks, Migrant Labor Camps, Residential Migrant Facilities, Community Sanitation including nuisance complaints and other related programs. Oversees Food Borne Illness Investigations. Work is performed under the supervision of an Environmental Administrator - SES. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Responsible and accountable for the performance of subordinate field staff. Review all inspection records and supporting documents generated by subordinate staff.
This position is designated as a supervisory position and required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Has access to the Environmental Health Data Set and following information: Epidemiology reportable disease reports, physician reports, laboratory test results, epidemiology health investigations and records containing patient identifiers for environmental health food borne illness investigations. Has access to Health Management System (HMS) for Daily Activity Report (DAR) entry and approval only. Input and updates information in Environmental Health database (EH) including inspections, permits, customer and billing information. Incumbent may view, update and release information as needed.
Manages programs in Group Care, including, public and private schools, Assisted Living Facilities, and other residential living facilities; Food Service Facilities, Mobile Home Parks, Migrant Labor Camps, Residential Migrant Facilities and Sanitary Nuisance Complaints. Plans and reviews assignments, writes letters, and evaluates work of subordinates. Reviews plans and applications for approval and permitting of proposed projects. Evaluates work and total work program effectiveness. Trains and motivates employees to improve the quality and quantity of work performed. Ensures required timeliness and frequency of inspections for regulated facilities assigned to subordinate staff. Coordinates the initiation and preparation of enforcement actions. Supervises and coordinate the enforcement of all applicable environmental laws and regulations and recommend corrective action, including but not limited to, directing field investigations and surveys. Makes necessary evaluations to determine the appropriate rules and regulations are being enforced. Ensures timely issuance of permits and licenses in keeping with applicable laws, policies, and procedures.
Supervises and performs food borne illness investigations in collaboration with the Food Hygiene Coordinator. Ensures investigations are performed in accordance with Palm Beach County Health Department policies and procedures. Assist the Environmental Administrator in coordinating and reviewing activities of field staff. Represents the Environmental Administrator in their absence.
Reviews and maintains various records and reports relative to environmental survey. Determines primarily through observation, if general department policies are being followed. Through training and instruction, introduce employees to new technical methods, procedures and rules in which competency is required. Introduces changes in materials and techniques to help improve skills. Ensures required timeliness and frequency of inspections for regulated facilities assigned to subordinate staff through quarterly work planning and other appropriate strategies. Trains, coaches, and counsels’ employees.
Makes site inspections to determine impact of proposed projects. Conduct inspections and investigations to ensure compliance with federal, state and local standards in regulated establishments. Monitors and evaluates ongoing field programs to determine whether compliance with environmental health standards is being maintained, to ensure quality control, and to recommend and prepare corrective actions as needed. Represents the Program Director by coordinating activities of mutual concern with county and city officials, public and private organizations, and the general public regarding the interpretation and requirements of environmental rules and regulations. Maintains liaison with all federal, state, and local agencies involved in environmental programs, group care programs, and other regulated programs.
Maintain communication with subordinates and fellow staff through individual contact and attendance at staff meetings. Monitors staff training to ensure compliance with Department and State certification standards.
