The State of New Hampshire, Department of Environmental Services, Water Division, Subsurface Systems Bureau has a full time vacancy for an Environmentalist IV - COMPLIANCE AND OUTREACH SUPERVISOR .

Summary:

Supervises Land Resource Management Program compliance activities associated with the timely investigation and resolution of complaints regarding onsite wastewater treatment systems, inclusive of the creation, issuance, and enforcement of administrative orders.

MINIMUM QUALIFICATIONS :



Education: Bachelor’s degree from a recognized college or university with major study in environmental engineering, biology, chemistry, the physical sciences, environmental conservation or a related environmental science relevant to environmental protection. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Six years’ experience as an Environmental Engineer or as an Environmentalist in the area of water or water pollution, two years of which shall have involved supervisory duties as well as the preparation of various environmental documents, legal briefs or related research.

License/Certification: Eligibility for a driver’s license.

PREFERRED WORK TRAITS: Extensive knowledge of the principles and practices of environmental science and of local, state and federal laws and regulations related to environmental protection. Ability to apply and interpret environmental laws, policies, and procedures. Ability to supervise professional and technical staff. Ability to express ideas clearly and concisely in oral, written and graphic form. Ability to establish and maintain effective working relationships with associates, legal and government groups and the general public. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.





Responsibilities:



Responds to and resolves complaints received from the public, legislators, and other stakeholders under the statutory authority granted by NH RSA Chapters 147 and 485-A regarding onsite wastewater treatment systems and subdivision of land in order that public health may be protected.

Conducts outreach activities and presentations regarding land resources permitting. Makes continuous contacts with town and municipal officials, federal officials, and other state agency officials to proactively address public health concerns for new and/or failed onsite wastewater treatment systems, and to inform and secure support for major bureau and departmental policies. Assists with developing outreach products and educational campaigns. Represents the department on state and national committees.

Develops and implements standard procedures and directs and conducts investigations of complaints to ensure appropriate and timely resolution and remedial action.

Coordinates with state and local governments in concurrent enforcement actions, providing guidelines and expertise so that municipalities take appropriate actions to ensure the abatement of environmental pollution problems.

Provides technical assistance, guidance and advice to local health officers, municipal officials, permitted designers and installers of onsite wastewater treatment systems and property owners regarding actions to eliminate health hazards and to resolve septic system disputes between property owners and between property owners and contractors.

Researches, prepares, and represents NHDES in court, to the public, to other stakeholders, clarifying state statutes and NHDES policies and procedures relative to environmental pollution.

Authors, records, and enforces administrative orders to ensure that environmental hazards and pollution are remedied in accordance with state and federal rules and guidelines.

Develops and provides technical guidance, reports, formal presentations and educational material to NHDES staff, stakeholders, and municipalities on the interpretation and implementation of rules and statues to facilitate compliance and enforcement.

Continually seeks to improve practices to add quality and value in support of the Department's mission while identifying and eliminating unnecessary or redundant actions.
