JOB SUMMARY:

Manage established project costs, schedule, and technical baselines and effectively manage project staff and matrixed personnel to control baselines. Establish baseline schedules and costs for the current work year plan, annual operating plan, and five-year budget baseline for assigned projects. Develop Life Cycle scope, cost, and schedule estimates for projects consistent with funding guidance and project scope. Ensure projects are managed with site Project Management Procedures, policies, and DOE Order requirements and regulations. Provide concise and accurate oral and written presentations to internal and external customers regarding project implementation plans, status, changes, and new approaches, including complex technical, organizational, and financial issues. Develop innovative alternative strategies enabling the early achievement of milestones. Perform risk analysis and provide decision authority for defining and approving corrective actions and establishing priorities. Manage project efforts to ensure project progress is within schedule, cost technical, environmental, and legal baseline. Ensure timely submission of all required progress and status reports.


Problem-Solving: Manage problems and issues of extensive complexity within developing processes involving a diverse group of functional participants and stakeholders. Exercise judgment within loosely defined limits. Develop and implement primary and alternative actions with minimal restraints. Negotiate and resolve extremely complex differences among project team members that affect internal and external stakeholders, including quality and safety. Resolution efforts necessitate extensive research, knowledge, and innovative approaches. Acquisition, control, and management of project funding is critical to the future of SRS. The successful management of this funding is essential to the continued safety of operations, SRS technical excellence, and implementation of the Site Strategic Plan.


Skills of Persuasion: This manager must be able to develop, document, and clearly present project concepts and detailed plans in a manner that gains acceptance and enthusiastic support from multiple SRS divisions, departments, DOE-SR, NNSA, DOE-HQ, and other stakeholders. Support DOE-SR / NNSA in obtaining project funding and approval from DOE-HQ for necessary critical decisions, licenses, permits, and approvals from regulatory agencies. This manager must promote teamwork among project participants including external and internal customers, and to be able to resolve conflicts. Must be knowledgeable and strong while employing a high degree of skill and diplomacy. In all these interactions, both within PMCS and within the Operating Division, this manager must skillfully persuade all participants to support the matrix arrangement of the Division and the Project Teams to ensure success. This manager is the principal site advocate for all assigned projects and must achieve DOE-SR's and DOE-HQ's confidence that the project scope can be effectively executed. To ensure this multi-matrixed organization succeeds, this manager must be skilled in applying team building and partnering techniques to all assigned activities to ensure proper matrix team support of project activities. This manager must have the confidence, patience, and tact to communicate sensitive issues effectively, succinctly, and diplomatically to Site Management, interfacing operating and support divisions, DOE-SR, and the public. Of particular importance is the need to convince or persuade both the supported operating division and DOE of cost, schedule, and technical baseline changes required to ensure project technical and financial success. This manager must ensure that for all assigned projects, information that adequately defines the project and those aspects of the project that are crucial to success is appropriately communicated to appropriate regulatory agencies and to the public. This manager must ensure that the project teams put in place the necessary.

REQUIRED QUALIFICATIONS:

Education

Bachelor of Science Degree in a technical or business-related discipline, mastery of governing DOE Orders with emphasis on DOE project management requirements.

Experience:

Work Hours:
A 40-hour work week is scheduled. SRNS utilizes various work schedules; including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes SRNS holidays. Each workday has a 30-minute unpaid lunch

Area Security Access:
The candidate must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Candidates who have possessed an active DOE clearance (“L” or “Q”) within the past two years are preferred.
