Job description
ARServices is seeking an Acquisition Specialist to join our team supporting the Defense Threat Reduction Agency (DTRA) Research & Development Directorate (DTRA RD), Nuclear Technologies Department (RD-NT), Nuclear Effects Division (RD-NTE). In this position you will provide Advisory and Assistance Services (A&AS) to support the project and program managers in RD-NTE with acquisition-related activities. Overall duties involve providing project management and acquisition support to the Division’s acquisition team that manages advanced research and development (R&D) programs focused on RDT&E procurements. RD-NTE operates from the DTRA HQ on Ft. Belvoir, VA.
Principal Duties
- Provides subject matter acquisition expertise in support of program and project planning and analytical activities.
- Is familiar with the Federal Acquisition Regulations (FAR) and the Government's process for acquisition programs and the various program reviews required for acquisition approval.
- Provide expertise to support contracts and acquisitions; assist in market research, Statement of Objectives (SOO)/Statement of Work (SOW)/(PWS development, review and maturation; proposed program cost analysis and development; analyze relevant guidance and customer requirements, and develop potential courses of action for the programmatic and technical requirements across the RD Directorate’s portfolio, program and projects.
- Track, manage and provide assistance with the execution of the Initial Strategy Sessions (ISS) and Acquisition Strategy Reviews (ASR) and utilize the DTRA Consolidated Acquisition Tool (CAT) on behalf of the RD Directorate. Review submitted documents for completeness and accuracy and working with Project Officers to improve submitted documents in accordance with DTRA and DoD acquisition strategy processes and guidelines.
- Draft Initial Strategy Session/Acquisition Strategy Review (ISS/ASR) meeting minutes with actions required and assist in coordinating with DTRA Contracts Office to ensure timely receipt of approved documents and obtain signatures on packages for all appropriate parties.
- Prepare updates to the rapid acquisition process in response to changes in organizational structure and mission, operational and emerging needs, constraints due to regulations and funding availability, and other changes linked to RD and external processes.
- Assist in the accurate and complete compilation and submission of Annual and Quarterly acquisition reports.
- Participate and coordinate in process adoption activities including, but not limited to, the preparation of road shows, brown bag presentations, desk-side training, and communications and other change management materials.
Requirements
- Current/active Secret clearance
- Bachelor’s degree in business, accounting, finance, or technical discipline with 10 years of relevant experience
- Outstanding writing and interpersonal skills
- Experience in, or a demonstrated ability to learn, DoD program management and PPBE processes
- Fluent in Microsoft Office products to include Word, Outlook, and PowerPoint. Superior skills in Excel
- Ability to read contracts, the mods and sections for accuracy, issues, and extraction of meta data to assist management in oversight on over 20 contracts
Desired Qualifications
- Experience in support of the Defense Threat Reduction Agency or a similar military staff
- Experience in RDT&E management to include technology readiness levels and 6.1, 6.2, and 6.3 funding
- DoD acquisition or financial experience
- DoD program management, PPBE, and DoD/federal acquisition
- Certified Project Management Professional
- Completion of applicable Defense Acquisition University PM Level II courses
- Completion of DTRA PM specific courses
- Knowledge of/familiarity with PIEE, WAWF and EDA systems (Procurement Integrated Enterprise Environment Wide Area WorkFlow, Electronic Data Access)
- Ability to read contract monthly reports and ascertain their accuracy and report issues to management and COR for discussion and/or action
