Reporting directly to the Associate Director, the Program Manager is responsible for overseeing the Preferred Communities (PC), Refugee Support Services (RSS) programs at CWS-Jersey City. This position is accountable for managing all aspects of these programs as dictated by their corresponding agreements and guidelines.
- Responsible for leading and managing all programmatic and operational aspects of the RSS and PC Programs including 90 day Assessment and Referral programming and intensive case management services for PC, and all RSS wraparound case management services.
- Assist the Associate Director to ensure programs operate within budget, identify budget revisions and staffing needs as appropriate. Meet regularly with the Associate Director to review program needs and successes.
- Assist in the management of client direct assistance and other funds disbursement. Prepare, or oversee preparation of, regular expense reports and reimbursement requests.
- Conduct regular reviews of client case files to ensure quality in service provision and fulfillment of documentation requirements.
- Participate in the planning for and implementation of on-site monitoring visits conducted by CWS national staff, NJOR, and/or federal partners.
- Recruit and supervise case managers and provide training to ensure sound understanding of program requirements and regulations and to ensure ongoing consistent compliance.
- Participate in meetings on the local, state, and regional levels, as appropriate, including those with stakeholders in New Jersey, the State Refugee Coordinator, other resettlement organizations, and colleague agencies.
- Participate in community outreach efforts to build networks and foster relationships with local organizations, resettlement agencies and faith communities involved with provision of service for refugees and immigrants.
- Support regular community consultations as needed.
- Ensure the timely submission of program related reports to CWS national program teams and to CWS global finance office. Build strong teams with a culture of commitment and accountability; lead regular team meetings to discuss program developments, challenges, and program updates and guidelines.
Education:
- Bachelor’s Degree and/ or equivalent professional experience.
Experience:
- At least three years of experience in case management in a human services organization, preferably working with immigrant and refugee populations.
- Familiarity with US immigration issues and terminology.
- Experience leading teams is preferred with a strong desire for an individual with strong team building and supervisory skills.
Skills:
- Strong organizational, diplomatic, and priority-setting skills.
- Strong management skills, including experience in staff supervision, performance appraisal, conflict resolution and administrative oversight.
- Ability to maintain calm and use sound judgment in high stress situations.
- Strong computer skills.
- Able to give close attention to detail.
- Ability to work with and maintain the integrity of confidential client and financial information.
- Strong interpersonal, supervisory, and customer service skills required.
- Excellent oral and written communication skills.
- Bilingual is preferred especially if a candidate speaks Spanish, Dari, Pashto, Ukrainian, Arabic, or Haitian Creole in addition to English.
- Must be willing and able to travel.
- Must have reliable transportation to and from the Jersey City office. This is a hybrid role, but regular attendance of 2-3 days in the Jersey City office is required.
