Job Description:

Come join the team at Cornhusker State Industries (CSI)! We provide workforce training and development to nearly 500 incarcerated men and women. CSI is a financially self-supported program of the Nebraska Department of Correctional Services (NDCS). The budget officer oversees the financial performance and sustainability of CSI’s operations involving manufactured goods, services, and training programs. In addition, the budget officer plans for enhancing and expanding our program to additional participants.

DUTIES:
This position oversees the CSI Business Office, Purchasing, Inventory Control team activities and performs and coordinates financial audits with various over site entities. Leads the financial responsibility in developing pricing strategies, cost analysis for manufacturing operations, analysis of sales volumes, profit margins, capital expenditure planning and maintenance of the industrial inventories. This position is integral to provide short and long-term financial planning, analysis, and budgeting for the Industries Administrator, and coordinating sound accounting activities with the NDCS Controller, maintaining audit integrity.


REQUIREMENTS: Bachelor’s degree in accounting, finance, business or public administration or related field plus 3 years experience in developing public budgeting systems, modifying public budgeting systems, cost accounting, cost analysis and providing financial management consultation. Experience may substitute for education on a year for year basis.

PREFERRED: Experience using governmental accounting practices and procedures. Knowledge of financial systems including Enterprise Resource Planning (ERP) software. Experience coordinating and compiling complex financial data for multiple product line in diverse manufacturing locations. Experience managing cash conversion cycles and supply chain logistics for multiple product and service lines.

OTHER: Must have a valid driver's license. Applicant accepting a job offer must pass the following pre-employment exams in this order: medical exam and, at a randomly announced time, pass a drug test. Once at the Staff Training Academy, must successfully complete the fully paid NE Corrections Training Program.


Knowledge of: Governmental accounting practices and procedures. Understand Enterprise Resource Planning (ERP). CSI heavily utilizes Oracle’s EnterpriseOne system for our supply chain and manufacturing operations, and financial processing. Understand the required coordination to bring together complex financial data for multiple product line in diverse manufacturing locations & understand the purchasing and supply chain complexities for manufacturing and fiscal lead times.

Ability to: Apply analytical skills for budgeting, statistics and fiscal management. Collaborate with senior management in the development of fiscal policy. Develop methods to collect, analyze, report, and effectively communicate financial conditions and trends to the Deputy Director. Coordinate appropriate training and implementation of integrated work-flow practices.
