Job description

Lawrence Berkeley National Lab's ( LBNL ) Facilities Division has an opening for a Program Manager for Scientific Equipment Installation (SEI) to join the team.

This position provides management and oversight of small projects being executed by the Facilities Division to support scientific equipment installations. This role will drive timely and cost-effective completion of SEI project actions across all Departments within the Facilities Division, including Operations, Engineering, and Site Utilities and Maintenance. This position will work closely with the SEI Project Director within the Projects and Infrastructure Modernization Division (PIMD) and with Facilities Leadership to communicate the status of SEI projects.

What You Will Do:

* Support the SEI Program in managing stand-alone operations-related programs and processes for the SEI portfolio in alignment with the Facilities mission and objectives.

* Manage and coordinate Facilities actions, resources, and schedules to complete multiple small but complex SEI projects.

* Coordinate with Facilities teams and subcontractors to ensure project completion in a safe manner, within budget, on schedule, and in accordance with specifications, codes, standards, and other requirements.

* Partner with Laboratory Authorities Having Jurisdiction to enable clear and transparent assurance activities.

* Develop project scope, schedule, and budget baselines and manage and communicate change.

* Ensure the timely preparation of required project documentation, including safety plans, project status, resourcing, funding, and risk.

* Regularly interact with scientific research areas, program managers, customers, collaborative partners, and other program representatives to understand project requirements, risks, opportunities, and constraints and provide project status.

* Function as the technical point of contact for subcontracts with vendors performing work on LBL infrastructure.

* Conduct field inspection of work in progress to ensure that all work is being performed in accordance with the specifications, drawings, and terms of the subcontract.

* Oversee the planning for and coordination of commissioning and turnover of completed projects to the user.

* Ensure Transition to operations is complete, including functional testing, appropriate craft training, O&M manuals, updated drawings, and maintenance strategies/procedures.

* Arrange with the FAMs for worksite walk-downs, equipment access/shutdowns, and work permits, and coordinate work schedules to minimize impact on research operations.

* Develop resolution to complex technical problems where analysis of situations or data requires an in-depth evaluation of various factors.

* Exercise judgment within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results. Work is accomplished without considerable direction.

* Ensure that all work is approved and authorized in compliance with all LBNL procurement policies and documentation.

* Utilizes critical thinking to identify critical paths and potential bottlenecks that could impact project timelines or deliverables and implement management strategies.

* Streamline existing processes and develop operational improvements that serve the science mission.

What is Required for Level 2:

* Bachelor's degree in a related field (or equivalent training experience) and a minimum of five (5) years experience in program planning, scheduling, and cost management for various life-cycle stages of programs.

* Experience with Facility/Infrastructure program/project management or design and construction projects.

* Experience with utilizing computerized databases and information systems.

* Proven project management experience.

* Strong project management skills and principles, including planning, scheduling, budgeting, and estimating and staffing needs for work performed by technical trades, and the ability to apply these skills in effective working partnerships across organizational lines.

* Ability to work with management to align learning/leadership development with organization's objectives.

* Experience with computerized tracking systems (e.g. Maximo) and ability to learn new systems quickly.

What is Required for Level 3:

* Bachelor's degree in a related field (or equivalent training experience) and a minimum of eight (8) years experience in program planning, scheduling, and budgeting for various life-cycle stages of programs.

*3+ years experience in program management, project management in support of complex operations, including managing multi-functional teams, subcontractor management, stakeholder management, risk management, and change management.

* Experience working in scientific, technical, and/or research program environments. Including Industrial, Chemical, Biological, and Radiological areas.

Desired Qualifications For Level 2:

* Understanding and experience with Maximo (CMMS).

* Valid California Driver's License.

Desired Qualifications For Level 3:

* PMP Certification.

Notes:

* This is a full-time career appointment, exempt (monthly paid).

* The SEI Program Manager Level 2 position is expected to pay $123,000 - $150,000 annually, which fits within the full salary range of $109,248 - $184,356 annually for the job classification of Z10.2.

* The SEI Program Manager Level 3 position is expected to pay $149,000 - $165,000 annually, which fits within the full salary range of $132,312 - $223,296 annually for the job classification of Z10.3.

* Salary for this position will be commensurate with the final candidate's qualifications and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.

* It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on the final candidate's qualifications and experience.

* This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
