About the Lieutenant Governor's Office:

The Office of the Indiana Lieutenant Governor’s mission is to strengthen Indiana’s rural economies and communities through capacity building, advocacy and innovation in agriculture, small business, tourism, defense development, housing, and community economic development.

Salary Statement :

The salary for this position traditionally starts at $54,028 but may be commensurate with education or work experience.

Role Overview :

The Grants Services division of the Business Office of the Lieutenant Governor provides federal and state grant administration, compliance, and technical assistance for grant programs administered by partner agencies. These agencies are known as the Lieutenant Governor’s Family of Business and include the Office of the Lieutenant Governor, the Office of Community and Rural Affairs, the Indiana State Department of Agriculture, and the Indiana Destination Development Corporation Development. This position provides extensive support and guidance regarding federal and state grants to ensure that both the Family of Business agencies and grantees meet federal and state legal requirements regarding various federal and state grants. The Grant Manager will work among a team to develop or update guidance and process documents for members of the field to use. The position serves as the liaison for grantees while working collaboratively with other agencies and divisions to provide a system of support for ensuring successful grant implementation. This grant manager position will focus on the grant programs for ISDA specifically but will also be required to support other programs under the other agencies as needed.

A Day in the Life:

• Responsible for the review of grant applications for compliance with federal, state, and departmental regulations to determine eligibility for funding
• Provide technical assistance to units of general local government, non-profit organizations, engineering and architectural firms, grant administrators and other interested parties regarding grant requirements
• Review and approve grantee documents throughout the grant life cycle and at project completion
• Coordinate and perform on-site field-monitoring or desktop monitoring activities
• Develop monitoring reports with required actions, including follow-up resolution
• Develop, record, and report data according to internal, state, and federal requirements.
• Analyze data, policies, procedures, and grant implementation methods
• Cross-train other Program Managers on individual grant and subject matter protocols
• Consult with other agency staff regarding grant program issues, processes, and procedures
• Research, interpret, and provide communicative understanding of federal and state regulation requirements and their impact on grant programs and grantees.
• Perform related duties as assigned

What You'll Need for Success:

• Bachelor’s degree or grant management and program development experience
• Broad knowledge of federal and state grant programs, experience with the Community Development Block Grant Program or similar federal block grants and applicable statutes/regulations helpful
• Some knowledge of policies, standards, procedures, and techniques used for Salesforce application development
• Advanced computer skills and extensive experience in word processing, database management
• Ability to establish rapport and maintain congenial working relationship with other state agencies, local elected officials, engineers, grant administrators, construction contractors, and/or other interested parties in the proper implementation of grant projects
• Strong verbal and written communication with persons of all backgrounds Possess a valid Indiana Operator driver's license in good standing with the Indiana Bureau of Motor Vehicles.
