Hiring Range: $90,900 - 102,300 Annually
Job Summary:
The City of Greeley is seeking a Grant and Special Revenue Manager to join the Department of Finance. The Grants and Special Revenue Manager oversees the work of the Grant Accountant and reports to the Deputy Finance Director. This division is responsible for managing the city's grant programs and ensuring compliance with all federal, state, and local regulations, and plays a key role in securing and managing funds to support various city projects and initiatives. The successful candidate will review and approve all economic development incentive payments, ensure compliance with the incentive agreements, and monitor financial activity in all special purpose districts (i.e., Tax Increment Financing Districts, etc.). The Grants and Special Revenue Manager will be responsible for the annual Single Audit, working with the Deputy Finance Director, and preparation of the Schedule of Expenditures of Federal Awards for the Singel Audit. The Grants and Special Revenue
Manager will also be responsible for monthly revenue and expenditures in assigned funds and providing other financial reporting.
Experience, Knowledge, and Skills:
MINIMUM REQUIREMENTS:
- Bachelor's degree in finance, accounting, business administration, public administration, or a related field or a certification program of comparable length (i.e. Grant Professional Certification (GPC)or similar)
- Five (5) to seven (7) years of experience with complicated practices and precedents and an in-depth knowledge of local governmental accounting
- Three (3) to Five (5) years of supervisor experience
- Three (3) years of experience in grant management, including grant acquisition, budgeting, compliance, and reporting

- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job may be considered.
PREFERRED: - Master's degree in finance, accounting, business administration, public administration, or a related field
Knowledge, Skills, and Abilities: - Proficiency in grant management software and financial systems.
- Knowledge of federal, state, and local grant regulations and compliance requirements.
- Knowledge of various economic development incentive type agreements and special purpose districts.
- Knowledge of the business, organizational, and financial structure of Colorado municipalities.
- Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal.
- Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.), Adobe, TeamBudget, Laserfiche, including financial software systems and grant software, and the ability to learn and experiment with new software and systems.
- Interpersonal skills, including the ability to facilitate interaction, communication, and teamwork between others.
- Oral, written, and listening communication skills, including the ability to accurately interpret what others are saying and convey messages, information, concepts, and details accurately and clearly.

Essential Functions (Duties and Responsibilities):
- Works with various departments as they identify and pursue grant funding opportunities to ensure they align with the city's goals and initiatives.
- Oversees all aspects of grant compliance, ensuring that the city meets all reporting and documentation requirements.
- Maintains comprehensive records and tracking systems to demonstrate grant compliance.
- Works with the Budget Team and various city departments to create budgets for grant-funded projects.
- Monitors expenditures and prepares financial reports to ensure grant funds are used appropriately.
- Prepares the annual Schedule of Expenditures of Federal Awards in preparation for the Single Audit.
- Works with external auditors to conduct the annual Single Audit of grant programs.
- Works with the Grant Accountant to monitor and review all grant funds general ledger and financial transactions for accuracy.
- Works with the Grant Accountant to maintain the City's Sam.gov registration.
- Works with the Grant Accountant to maintain all grant reporting portals needed for the city's grant programs.
- Conducts training sessions for city staff on grant-related topics, including compliance, reporting, and financial management.
- Provides technical guidance to management and department staff on compliance with funding rules, regulations, and grant terms and conditions.
- Develops and recommends policies with regard to grants development, applications, expenditure, controls, monitoring, and reporting.
- Supervises the work of the Grant Accountant.
- Stays current on changes in grant regulations, policies, and guidelines to ensure the city's grant programs are compliant with all new requirements.
- Establishes checklists for all incentive agreements agreed to by the city to ensure compliance of all terms and correct calculation of all incentive agreement payments.
- Tracks the progress on all economic development agreements and related payments to ensure payments are within the total incentive agreement amounts.
- Monitors and assists with all financial activity in the City's special purpose districts (i.e., Tax Increment Financing Districts, etc.)

Work Environment and Physical Requirements: Work Environment: - Work is primarily performed in an office environment.
