General Statement of Duties

Designs, develops, implements advanced GIS spatial data models, workflows, applications, and interfaces to support departmental and enterprise GIS initiatives; performs complex high-level GIS spatial analysis, data modeling and geoprocessing; performs related work as required applications to support.

Essential Duties

Assigned to the Department of Information Technology, as part of the Geospatial Intelligence Services (GIS) Team, this position performs a wide variety of geospatial-related tasks in support of all Henrico County Public Safety and Human Service Agencies. These agencies include the Division of Fire, Division of Police, 911 Center, Office of Emergency Management, Emergency Operations Center, Sheriff's Office, Commonwealth's Attorney, Juvenile Detention, Community Corrections, Health Department, Social Services, and Mental Health. The primary functions of this position are:
Candidates should be knowledgeable in one or more aspects of Public Safety and Human Services. Candidates should be familiar with local government addressing and street naming. Candidates should be fluent in ArcGIS Pro and ArcGIS Online. They must also be familiar with ArcGIS Enterprise, ArcGIS Hub, Story Maps, Operation Dashboards, Survey 123, Field Maps, Experience Builder, Workflow Manager, and Data Reviewer; have experience working in enterprise geodatabases such as Oracle and/or Microsoft SQL Server environments; have experience writing SQL queries, and experience working with Microsoft SharePoint, PowerBI, Office365 Apps, and Teams.
Candidates should be able to demonstrate experience in managing small projects from beginning to end; have strong communication skills; experience writing clear and concise reports and documentation; ability to analyze problems, identify alternative solutions, and formulate recommendations; interpret and explain processes and procedures. Candidates should be able to demonstrate the ability to build and maintain effective working relationships with the public, other governmental jurisdictions, contractors, and co-workers; ability to work independently with minimal instruction and direction; ability to express or translate complex technical information into non-technical, user-friendly terminology; good organizational and planning skills; ability to collaborate and work effectively as a team member.
Any experience in ESRI's Crime Analyst Extension, ArcGIS Insights, Python, Arcade, Crystal Reports, and Microsoft SQL Reports and PowerBI are considered a plus.

Minimum Qualifications

GIS Analyst II: Four (4) year degree in GIS, computer science, geography, or other relevant IT field of study and two (2) years of relevant work experience with geospatial enterprise technologies including handling more complex work and smaller projects independently; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

GIS Analyst I: Two (2) year degree in GIS, computer science, geography, or other relevant IT field of study and two (2) years of relevant work experience with geospatial technologies, ESRI ArcGIS, including geoprocessing, raster analysis, Python, relational databases, and automating workflows; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

This position may be filled at the I or II level depending on the experience and qualifications of the successful incumbent.

The expected hiring range for this position is between $57,646 - $76,373.93.
