Summary

Incumbent serves as a technical advisor in ecology for one or more parks to apply a systems approach to the study and analysis of organisms and ecological relationships. The ecologist is responsible for program development and implementation.

Duties

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, entails the ability to concentrate and write for long periods of time.

Work Environment: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, fire-lines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible.

Area Information: Bandelier National Monument is comprised of over 32,817 acres, including a designated wilderness area of 23,267 acres and an 800-acre detached archeological section. The monument was created to preserve the numerous archeological and natural features that hold ancestral and traditional significance to 23 tribal nations. The monument's natural resources have been extensively surveyed and hold some of the most complete data sets for climate transition that exist in North America. Annual visitation exceeds 200,000. The monument is located 45 miles from Santa Fe, 32 miles from Espanola, and 12 miles from Los Alamos. Elevation ranges from 5,300 to 10,199 feet with headquarters located at 6,000 feet. Medical facilities, schools, and shopping are available in Los Alamos and White Rock. Los Alamos has one of the nation's best public-school systems. Cultural and recreational opportunities are abundant in Santa Fe and surrounding communities. Local cost of living is considered high.

Qualifications

BASIC EDUCATION REQUIREMENT: All applicants must meet the basic education requirement for their discipline: Ecology, GS-0408 AND the experience listed below. Please note: It is your responsibility to show how you satisfy the course requirements for the series(s) you are applying for. If you do not provide information that clearly shows how your completed college course work meets all of the requirements, you will be rated ineligible. Your rating will be based solely on the information you submit with your application. No attempts will be made to verify with you, or the school you attended, whether or not your course work meets all of the requirements. YOU MUST SUBMIT ALL YOUR COLLEGE TRANSCRIPTS.

Ecology GS-0408:

Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: develop and prepare plant ecology portions of resources management plans that requires the application of ecological principles; draft plant ecology specific resources action plans and strategies needed to successfully manage and protect natural ecosystems and environmental conditions; or prepare plant ecology related portions of environmental assessments (EAs) for projects in compliance with the National Environmental Policy Act. You must include hours per week worked.

NOTE: Generally, technical experience equivalent to the GS-7 level is not qualifying for this series and grade. Additionally, experience must demonstrate ability to execute established natural resource management projects by independently planning and carrying out steps using established techniques to resolve problems. For example, planning field projects, independently choosing from among several possible courses of action at different stages of the project (e.g., selects site locations, sampling techniques, appropriate equipment, logistics, etc.). Duties are supportive of professional specialists in resource management; relevant to research, conservation and management of natural resources such as but not limited to wildlife (land or aquatic) monitoring or control; field studies on plant or forest ecology, inventorying, monitoring, and/or control of invasive plants, or making other field observations on the state of natural resource conditions.

EDUCATION: Successful completion of at least two (2) years (36 semester hours or 54 quarter hours) of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree from an accredited college or university in a field of study directly related to the position to be filled (plant taxonomy, botany, plant ecology, etc.). You must include transcripts.

Successful completion of a combination of graduate level education (beyond 18 semester hours) and specialized experience that is directly related to this position that together, meets the qualification requirement (i.e., 6 months of specialized experience and 27 semester/41 quarter hours graduate credits directly related to the position). You must include transcripts.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately 11 months , and you will be in a non-pay status (about 1 month - Mid-February to Early-March) for the remainder of the year.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
