Job Description and Duties

Under the general direction of the State Treasurer, the Director of Legislative Affairs develops and manages the department’s State and Federal legislative programs. As principal legislative advocate, the incumbent represents the State Treasurer’s Office and its Boards, Commissions and Authorities (Financing Authorities) with Legislators, legislative committees, state agencies, the Governor’s Office, Congress and the media; advises the State Treasurer on State and Federal legislative matters; makes final policy recommendations to the State Treasurer and testifies on behalf of the State Treasurer before legislative committees. As a senior member of the State Treasurer’s management team, this position is directly responsible for the development and implementation of the Agencies’ policies which are incorporated in its legislative programs.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. Possess knowledge of the methods of formulating and analyzing policy and issues in a manner which achieves desired results and sustains legislative changes which support the goals and programs of the State Treasurer’s Office

  2. Possess a working knowledge of the organization, functions and processes of the Legislative Branch of California State Government.

  3. Possess extensive experience working with members of the Legislature, Congress, the Administration, and various public interest groups.

  4. Possess a complete understanding of the specific goals, functions and operations of the State Treasurer’s Office and its Boards, Commissions, and Authorities.

  5. Possess the ability to think clearly, act quickly and communicate effectively when dealing with the Legislature, Congress, and the Administration.

  6. Possess the ability to quickly and accurately evaluate and analyze financial documents for interpretation to the Legislature, Congress, and the Administration.

  7. Ability to plan, organize and direct the legislative program for the State Treasurer’s Office and its Boards, Commissions, and Authorities.

  8. Ability to identify legislative objectives, draft legislation and analyze legislation of concerns to the State Treasurer’s Office and its Boards, Commissions, and Authorities.
