POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
The program manager will oversee and ensure delivery of all performance under the contract and subordinate task orders. The PM will be responsible to the Contracting Officer (CO), Contracting Officer's Representative (COR), and Government Technical Monitors (GTM's) for performance and delivery. PM will supervise and oversee work and ensure quality recruiting, hiring, personnel management, training, and support of all personnel/positions under the contract.
Responsibilities - Serve as focal point for all contractor functions that pertain to performance under the contract and subordinate task orders.
- Interact on a daily/weekly basis with Contracting Officer (CO), Contracting Officer's Representative (COR), and Government Technical Monitors (GTM's) to ensure performance across all contract tasks.
- Supervise, oversee, and direct ongoing strategy to mitigate risk and maintain continuity of operations in accordance with the requirements specified in the contract and task orders.
- Advise and assist regarding the technical scope of the contract.
- Accomplish human resource objectives by overseeing and ensuring effective recruiting, selecting, orienting, developing, counseling, and disciplining employees.
- Plan, establish, and review compensation actions, enforce policies and procedures.
- Ensure timely and accurate reporting, provision of qualified personnel for each task order, and timely and accurate implementation of the requirements of the contract SOW and subordinate task order requirements.
- Ensure all aspects of planning, scheduling, organizing, managing, and assessing performance of all personnel under this contract.
- Ensure professional development training as required for personnel.
- Oversees on-time delivery of requirements, invoicing, and other fiscal management functions.
- Review, assess, manage, and correct any behavior by contractor personnel that would reflect poorly on the Department of State.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
- Must be a US citizen and possess or be able to obtain/maintain a Secret clearance.
- Bachelor's degree or a combination of five years of formal education, technical training,
certification and/or relevant experience may be substituted for the degree requirement.
- At least seven years of supporting Department of State, preferably the Bureau of Diplomatic Security, liaising and effectively communicating with workforce personnel. and government stakeholders.
- Experience managing a team of employees and providing oversight, training, and mentoring.
- Experience ensuring contract compliance.
- Must possess analytical and managerial skills which enable the individual to formulate strategies to properly address concerns and establish priorities for resolution.
- Excellent writing and communication skills; experience in preparing and presenting oral and written briefings.
- Strong organizational and procedural skills.
- Must be proficient in Microsoft applications.
