Financial Services exists to provide accountable financial information and to be of assistance to the management and programs of the Colorado Department of Human Services, the State Controller's Office, the Federal government, the Office of the State Auditor, Federal Auditors and others in need. The Division of Financial Services is responsible for the following services:
- Providing financial information to management and budget and serving as a resource to program staff for policy, budget, and planning for the future.
- Managing automated systems that record financial transactions, data, bills, payments, payroll, timekeeping, and other required and ad hoc reports.
- Ensuring audit compliance and coordination with auditors from the State and Federal governments.
- Reconciling all of the systems data to ensure complete and accurate information.
- Implementing quality improvement initiatives and ensuring adequate internal control over department financial activities.
- Representing the Department of Human Services in various fiscal and advisory groups;
- Ensuring that financial reporting and business operations are processed in accordance with established CDHS policies and procedures, statutes, rules, regulations, GAAP, and applicable governmental accounting principles.
The Southern District General Accounting unit provides accounting services for the Department of Human Services Southern District Customers.
The General Accounting work unit is responsible for the following:
- General ledger accounting.
- Program accounting.
- Accounts payable and inventory accounting.

This position exists to provide CDHS department-wide travel coordination, which includes: coordinating the travel process, auditing and issuing travel authorizations, auditing travel expenses, developing and conducting training, interfacing with the travel card vendor to issue credit cards, monitoring program compliance, and reconciliation of monthly credit card statements. This is a fully operational accountant position. The position ensures that day-to-day operations are handled in a clear and responsive manner in compliance with Fiscal Rules, the Department's policy and procedures. Other key responsibilities include providing training, high-level administrative and technical assistance for the Department, the Supervisor and the Unit Manager. This position is expected to be one of two CDHS subject matter experts in travel policy and travel Fiscal rules. This position works with individuals at all levels of the organization. Exceptional and timely customer service as well as prompt payment turnaround is a high priority.
This position has the "power user" assignment in the Travel eClearance stand-alone system. As a power user, this position is responsible for troubleshooting and correcting issues that arise when the normal users encounter a problem processing in the system.
Major duties and responsibilities include, but are not limited to: - Working within a complex set of travel policies, procedures and travel requests, audits and approves or denies all travel authorization requests submitted to accounting by program staff at all levels of the organization to determine accuracy, completeness, and conformance to established policy and procedures including State of Colorado Fiscal Rules, CDHS Policies and established office procedures. Reconciles and corrects discrepancies. Applies accounting approval or denial, assigns travel authorization numbers and forwards travel authorizations for management approval within the eClearance system. Troubleshoots and problem-solves issues that arise. Provides guidance or training to direct travelers successfully navigate through the travel authorization process and instructs and directs travelers to relevant travel rules and policies.
- Ghost Card: Responsible for reconciling the travel ghost card statements statewide to ensure that all charges were authorized. Reconcile ghost card charges to travel authorizations and reallocate as appropriate. Ensure all backup is collected from program staff and reconciled to the ghost card account in order to maintain a clean audit trail. Account troubleshooting and problem solving.
- Travel Card Administration: Audits travel cards and associated expense reports to ensure purchases and reimbursement requests are appropriate. Ensures payment is not duplicated between an employee reimbursement request and state issued ghost card or event card transaction. Analysis of financial transactions to determine accuracy, completeness and conformance to established policies and procedures including State of Colorado Fiscal Rules, CDHS Policies, established office procedures and GAAP. Advises and alerts the audit division, controller and other Senior Management of possible fraudulent activity or unauthorized purchases. Provides technical assistance and training to card holders as necessary. Responsible to interface with travel card vendor system to issue travel related credit cards, generate reports, and to monitor program compliance. Make recommendation for account issues identified the audit and review processes. Serve as subject matter expert in travel cards administration.
- Provide an exceptional customer service experience to all customers.
- Travel Training: Updates and creates training curriculum and routes training materials for approval. Provides weekly training and training upon special request for the CDHS program community regarding travel rules, procedures, and policies. Serves as subject matter expert in travel and provides interpretations for complex or unusual travel situations.
- Special projects as assigned. This position may be required to drive a state vehicle to attend meetings or provide training out of town.
- Other Duties as assigned.
Schedule: Although the workplace arrangements for this position are hybrid remote, that is not a guarantee that this position will remain hybrid, and workplace may change without prior notification based on busy demands.
Minimum Qualifications :
In order to meet the minimum qualifications for the position a candidate must meet at least one or more of the following:
- Six (6) years of professional accounting experience.
- Two (2) years of professional accounting experience and a b achelor's degree from an accredited institution in accounting.
Allowable substitutions:
- Two (2) years of professional accounting experience and a c urrent, valid licensure as a CPA by the Colorado Board of Accountancy (a copy of licensure must be attached if being used to meet the minimum qualifications).
- Two (2) years of professional accounting experience and a b achelor's degree from an accredited institution which includes a minimum of 27 semester hours of accounting or auditing coursework ( transcripts are required and must be attached in order for this substitution to be considered).
Applicants using education or a CPA license as a substitution MUST supply unofficial transcripts and or a copy of their license before the application deadline to the Human Resources office; applications requesting these substitution without will NOT be considered.
Stronger candidates will be those that demonstrate depth and breadth of skill and ability through a combination of work experience and formal training, to successfully perform the duties and responsibilities of this position.
Preferred Qualifications: - Bachelor's degree in Accounting;
- Minimum of 27 hours of Accounting coursework;
- Strong technical skills in Microsoft Word, Excel, Access, Adobe Pro, email, & US Bank (or other credit card system) navigation;
- Two years travel compliance accounting experience;
- Two years travel and/or commercial card audit experience;
- Two years accounting experience interpreting and consistent application of State of Colorado Fiscal Rules & CDHS policies (or other state or federal governmental rules and policies);
- Experience with presenting information and training others to use a process or system;
- Experience with reconciliations;
- Exceptional customer service skills;
- Ability to work in a fast-paced environment;
- Ability to set and prioritize workload, identify short and long term goals and develop strategies to achieve them, and coordinate with internal and external business partners;
- Ability to work as a member of a team, including communicating with peers and other professionals within and outside the agency to ensure timely completion of work projects;
- Ability to work independently;

Conditions of Employment:

- May be required to work in excess of 40 hours per week to complete assigned duties, meet deadlines, or as requested by supervisor.
- The Southern District Accounting Office is located on the grounds of the Colorado Mental Health Institute at Pueblo; employees in this work unit may be in contact with patients of the Institute or residents of the Pueblo Regional Center, who may be of all ages and backgrounds, with mental health conditions, and/or who may be developmentally disabled.
