Department Overview
UC Systemwide Procurement is the procurement/supply chain hub for the University of California system, with over $10 billion in annual spend. We partner with campus procurement offices to develop and implement systemwide supply chain strategies and policies that leverage UC's vast purchasing power to optimize spend and deliver positive social and environmental impact. Systemwide Procurement is transforming how UC purchases goods and services to maximize benefit to the UC system while improving quality and service to our campuses and beyond. We apply best-in-class sourcing methods with emphasis on sustainability and supplier diversity, invest in leading tools and technology, and cultivate strategic supplier partnerships to source the highest quality products and services for the absolute best value. Nationally, UC Procurement is a public procurement role model. Our team of approximately 50 dedicated professionals is comprised of specialized portfolio sourcing managers, highly skilled data analysts, efficiency-driven business analysts, knowledgeable functional area administrators, and responsive support staff. UC Systemwide Procurement is a high-performing strategic department essential to the financial and operational health of the University of California, with high impact at the state and national levels.

Position Summary
The Director of Strategic Sourcing, Facilities, Maintenance, and Capital Programs, works with campus stakeholders and procurement organizations to expand opportunities for teaching, research, and public service across the University of California through their expertise and experience in strategic sourcing, procurement, and supplier relationship management. The Facilities, Maintenance, and Capital Programs spend portfolio seeks to leverage annual spend exceeding $600 million and to support continuous improvement of UC business practices. The Director reports to the Executive Director of Strategic Sourcing and Procurement Transformation and leads, manages, and develops a team of Category Managers, directly working with them in support of the 5 Strategic Pillars of UC's Strategic Sourcing Centers of Excellence:1. Drive UC Benefit in the form of cost reduction and value creation;2. Leading Excellent Programs that establish UC as a global leader in public procurement;3. Communicating and Connecting with stakeholders across UC campuses, medical centers and locations;4. Influencing and Fostering Innovation to constantly improve the value we deliver; and 5. Growing and Developing our people to provide rewarding, mission-driven career opportunities. The Director establishes and maintains relationships with stakeholders at UC locations that include senior leaders and working staff of campus procurement, facilities, housing, and capital programs. The Director leverages the team of commodity managers to work with campus stakeholders to develop and recommend system-wide strategies and tactics for acquiring goods and services. Strategies are based on detailed knowledge of campus requirements and UC strategic objectives including working with disadvantaged businesses and sustainability. The overarching goals for UC Category strategies are to enhance the institution's ability to accomplish its mission, maximize financial value, increase efficiency, and comply with relevant laws and policy requirements. The Director plays a critical role in communicating UC strategies, programs, and objectives to the UC Community, suppliers, and Higher Education stakeholders. The Director works on projects of broad and diverse complexity where critical thinking and analysis of situations or data require an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. The position requires travel up to 25% and can be based on the nearest UC campus to residence.

Key Responsibilities

* 45% Lead, Manage, develop, and evaluate a highly-specialized, high performance team of senior commodity managers skilled in all aspects of strategic sourcing and responsible for system wide strategic sourcing initiatives in major categories, e.g. Professional Services, Life Sciences, MRO/Facilities, and IT. Engage, through a collaborative and inclusive approach, with each location's procurement leadership and staff, internal client leadership and staff and other stakeholders to develop knowledge of and continually assess UC spend, business needs, local markets, local and incumbent suppliers, local experience, operational requirements, constraints, and risk tolerance. Create, Maintain and Communicate 5 year category strategy that accounts for stakeholder needs and UC Procurement Services goals that balances cost, risk and speed in order to ensure that stakeholders are able to effectively realize their objectives. Manage and communicate status of strategic sourcing projects and contracts to members of UC's Procurement Leadership Council and campus stakeholders. Act as a change agent, working with senior leaders within campus organizations to realize greater value from the strategic sourcing process. Provide daily leadership, supervision and guidance to COE Team Members to deliver UC's 7-Step Strategic Sourcing Process using prescribed technology. Activities include market research, proposal/quote evaluation, negotiating, execution and implementation of contracts for assigned commodities. Ensure activities are structured to accomplish objectives using established purchasing guidelines, procedures and policies. Manage staff according to human resource policies and procedures. As needed, directly administer RFP and contract negotiations for high risk or high complexity engagements.

* 25% Manage the administration of system-wide strategic sourcing contracts from award through termination to maximize the value of the agreement to UC and ensure compliance. Track supplier performance and customer satisfaction with established agreements. Monitor contract implementation and track vendor performance, coordinate issue resolution and customer satisfaction with agreements. Work with the Director and other Category Associate Directors as a member of the Strategic Sourcing Leadership team. As a member, contribute to establishing team objectives, developing policies and procedures for the operation of procurement activities, and take a leadership role in practice development and professional development initiatives. Identify and investigate continuous improvement opportunities. Identify internal and external risks that may impact the work of the COE. Develop and execute appropriate mitigation strategies to minimize risks becoming issues. Manage and information to support effective reporting. Design and execute reports to analyze spend, contract pricing, and / or payment data to support sourcing / planning efforts. Monitor relevant procurement metrics for all centrally managed categories and address below target performance.

* 20% Utilize state-of-the-art electronic systems to perform spend analytics, conduct online bidding events, and manage resultant awards to ensure user adoption and supplier performance through integrated contract management software. Research (understand, track, anticipate) and provide benchmark (industry, cost, best practice) information for key commodities.

* 10% Develop, socialize and execute on Facilities and Capital programs spend portfolio strategy.


Experience
Required Qualifications

* Over 10 years Experience in strategic sourcing, supply chain management, procurement or related experience.


Preferred Qualifications

* Min 5 years Recent expertise in one or more of the following categories: Maintenance, Repair and Operations, Furniture, Flooring, Facilities Maintenance, or Capital Projects.

* Min 4 years Experience leading high-performing teams with quantifiable results.


Skills and Abilities
Required Qualifications

* Excellent knowledge of and expertise using proven negotiation methods; and the ability to critically analyze a negotiation.

* Excellent ability to lead and advise cross-organization workgroups and procurement and functional leaders.

* Excellent experience with cost modeling and related financial analyses.


Preferred Qualifications

* Expert knowledge of construction and design contracting best practices.

* Knowledge of relevant laws pertaining to construction contracting in California.

* Very strong customer service and interpersonal skills and the ability to coordinate work with others, both internally and externally, to accomplish tasks.

* Very strong knowledge of sourcing policies, strategic souring process and practices and state-of-the-art electronic sourcing systems.

* Excellent organization skills, including meeting facilitation and decision making.

* Excellent verbal communication skills including the ability to present to large groups, executive leadership, and 1:1.

* Excellent written communication skills including the development of presentation materials, white papers, and correspondence.

* Excellent listening, critical thinking and analytical skills.

* Ability to adopt and use common office technologies, including Microsoft Office, Zoom (On-Demand Video Conferencing), and Box (On-line File Sharing).


Education
Required Qualifications

* Bachelor's degree in related area and/or equivalent experience/training.

* Advanced degree, such as MBA in a related field.

This position is headquartered at the UC Office of the President in Oakland, California, but the selected candidate may be located at any UC campus. The person hired must reside in the state of California. Remote candidates willing to relocate to California may be considered.
