The Alaska Department of Public Safety is recruiting for 2 different positions to join the Alaska Public Safety Communication Services team. These positions can be hired at one of three levels (Communications Engineering Associate 1, Communications Engineering Associate 2, or Communications Engineer 1).  Applicants can select which level they would like to be considered for in the supplemental questions.

WHAT YOU WILL BE DOING:

This position performs a variety of engineering duties involving the design, installation, troubleshooting, and/or modification of a wide range of communications systems including voice, optical and data communications via radio, microwave and cable transmissions for Alaska Public Safety Communication Services (APSCS). The position provides engineering expertise to State agencies regarding electromagnetic communications requirements; and recommends new, or revise existing communications to achieve greater economy, efficiency and eliminate obsolescence.

OUR ORGANIZATION, MISSION, AND CULTURE:

The position supports many of the state and local 9-1-1 dispatch centers’ radio equipment enabling mission critical communications to first responders as they answer calls for help. Your work will support multiple teams efforts to ensure reliable emergency communications services through a system comprised of over 150 communication sites enabling emergency and day-to-day services to state, local, Department of Defense and federal agencies as they carry out their missions to the public. Those sites often include microwave communications, high availability network routers, primary and emergency power, shelters and towers all supporting land mobile radio and other customer equipment and services.

THE WORKING CONDITIONS YOU CAN EXPECT:

The primary work environment is carried out in an office setting either in a cubicle environment or at your home when telework is authorized. Field work will involve travel to communications sites located in office facilities and telecommunications sites along the roadways and on remote mountain top sites.

Communications Engineering Associate 1
Any combination of education and/or experience that provides the applicant with competencies in 

Applies Technology to Tasks: Selects and understands procedures, machines, or tools that will produce the desired results; identifies or solves problems in machines, computers, or other technologies as they are related to performing tasks.
• Design: Knowledge of conceptualizing, developing, producing, understanding, and using plans, models, blueprints, and maps, including the use of tools and instruments to produce precision technical drawings, working prototypes, components, or systems.
• Network Management: Knowledge of the operation, management, and maintenance of network and telecommunication systems and linked systems and peripherals.
• Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
• Telecommunications: Knowledge of the concepts, principles, and theories of transmissions, broadcasting, switching, control, construction, or operation of telecommunications systems.
 
equivalent to those typically gained by:
Training or education in an engineering field.
AND
Experience involving the design, installation, and/or modification of a wide range of communications systems.

Communications Engineering Associate 2

Any combination of education and/or experience that provides the applicant with competencies in

• Design: Knowledge of conceptualizing, developing, producing, understanding, and using plans, models, blueprints, and maps, including the use of tools and instruments to produce precision technical drawings, working prototypes, components, or systems.
• Network Management: Knowledge of the operation, management, and maintenance of network and telecommunication systems and linked systems and peripherals.
• Technical Expertise: Effectively applies technical knowledge to solve a range of problems; develops technical solutions to new or highly complex problems that cannot be solved using existing methods or approaches; is sought out as an expert to provide advice or solutions in the technical area.
• Technology Awareness: Knowledge of developments and new applications of information technology (hardware, software, telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements.
• Telecommunications: Knowledge of the concepts, principles, and theories of transmissions, broadcasting, switching, control, construction, or operation of telecommunications systems.

Training or education in an engineering field.
AND
Professional experience involving the design, installation, and/or modification of a wide range of communications systems such as design and installation of communications systems and/or technical electronics experience including design, assembly, modification, testing, maintenance, or installation of electronic systems.

"Typically gained by" means the prevalent, usual method of gaining the competencies expected for entry into the job.

Communications Engineer 1

Registration as an Electrical Engineer in the State of Alaska; or PE registration as an Electrical Engineer in the State of Alaska is desired, and incumbent is pursuing a PE within a reasonable time frame.

Any combination of education and/or experience that provides the applicant with competencies in

Persons not currently registered by the State of Alaska, but who are registered in a state, territory, or possession of the United States, the District of Columbia, or a foreign country recognized by the State Board of Registration for Architects, Engineers, and Land Surveyors eligible for comity in accordance with AS 08.48.191(b), may apply for vacancies in this job class. Persons qualifying under this provision must become registered in Alaska as an Electrical Engineer within one year of hire and sign an agreement to this effect as a condition of employment.

BACKGROUND CHECK

This position requires the incumbent to submit to a fingerprint based criminal history background check. Due to the sensitive nature of this position, and required access to APSIN, an applicant with criminal convictions will not move forward in the selection process.


FLEXIBLY STAFFED

This position is flexibly staffed. The level of the job offer will be based on the selected candidate’s credibly possessed and proven competencies. If hired at the lower level, you will be promoted to the higher level after completing the training plan and demonstrating competency in the work.

ADDITIONAL INFORMATION

Requires occasional travel within the State to plan, organize and monitor project work at sites often in remote areas and mountain top sites accessible by ATV or helicopter. Normally 0-3 trips a month, ranging from 1 -5 days in length.

Requires successfully completing and maintaining an Alaska Public Safety Information Network (APSIN) background check and security clearance conducted by the Department of Public Safety. Fingerprinting is required.
