SUMMARY The Protection Program Manager has overall accountability to ensure that ADRA International meets its protection obligations to all beneficiaries and stakeholders in ADRA International's Programs. This role will provide Protection advice on issues that include (but not limited to): Gender Based Violence (GBV), Child Protection, Protection from Sexual Exploitation and Abuse (PSEA), age, gender and diversity (GAD), and disability inclusion, to meet the diverse needs of vulnerable populations. S/he will implement sector standards, alongside ADRA International's policies and procedures, to ensure that Protection is an integral part of programmatic design and implementation for ADRA International.
PRE-REQUISITES Required - Bachelor's Degree in a law-related field, social work, development, or other related field, plus equivalent professional work (3-5 years).
- Demonstrated experience leading a team, preferably engaging in protection-related work.
- Experience working in a culturally diverse team.
- Demonstrated knowledge and experience of Protection issues in varied settings, preferably with experience working in different legal jurisdictions.
- Demonstrated understanding of and ability to maintain confidentiality and respect for clients.
- Experience with US grant implementation at country level.
- Clear understanding of human rights and issues surrounding violence against civilians.
- Experience in designing and delivering capacity-building initiatives to a diverse and international audience, including safeguarding investigations and case management.
- Proven professional experience in designing and implementing protection programs, including GBV prevention and response, child protection, anti-trafficking programs, sexual exploitation and abuse prevention and response, and/or related fields.
- Professional proficiency in spoken and written English.
Preferred - Skilled in risk identification and mitigation.
- Experience working in challenging field locations.
- Significant experience in the humanitarian system and associated coordination mechanisms.
- Background in law through significant coursework or previous experience in a law firm.
- Relationships with industry donors, partner communities, and experts.
- Relevant industry-recognized training and certification in GBV, protection in fragile contexts, and international development.
- Fluency in another language, such as Spanish, Portuguese, French, or Arabic.

RESPONSIBILITIES Essential Functions: 1. Strategic and Technical Support - Provide subject-matter expertise to enhance Protection practice in ADRA International's programs.
- Provide support to ADRA International and ADRA field offices in the development of Protection Strategy & Procedures for programs.
- Take the lead on overseeing that Protection issues are integrated across ADRA International's programming, including appropriate prevention, programming, and response methodology.
- Development/maintenance of tools, such as protection guidelines for project implementation, protection analysis and protection mainstreaming.
- Play a key role during project design and implementation on Protection related matters. This includes working with ADRA International's implementing office and partners and ensuring partners have appropriate responses and referral procedures to protection cases.
- Support new business development with innovative, proven design of protection mainstreaming, and standalone programming in compliance with US-donor guidelines and best practices.
- Advise on the implementation and monitoring of programs ensuring that identified protection needs are adequately addressed.
2. Knowledge Management, Communication and Coordination - Review and recommend updates to ADRA International's Policies and Procedures as needed for ADRA International.
- Train stakeholders, including but not limited to, all staff, volunteers, focal points, partners, and other relevant contacts of ADRA International on USAID and other donor expectations and requirements regarding Protection mainstreaming.
- Collect, develop, improve, and document ADRA International signature approaches to protection in our humanitarian and development programming.
- Monitor and evaluate field progress on protection activities and compliance and develop and/or review reports and provide recommendations for project managers.
- Provide the Business Development Unit with written technical input, budget reviews and related content for expressions of interest, concept notes, and grant proposals to prospective donors.
- Ensure that activities are fully documented, including regular and systematic collection of data and for use in M & E activities.
- Liaise with the ADRA International Global Safeguarding Advisor and Gender Equality and Social Inclusion Advisor, and other technical specialists to discuss issues and priorities related to protection programming.
3. Other : - Represent ADRA International at relevant professional groups.
- International Travel.
- Manage the annual budget for the position.
- Other work as identified and delegated by the Legal Counsel for Compliance or ADRA International Administration.
TRAVEL Up to 10% domestic and international travel required. Must have the ability to travel on short notice if necessary.

PHYSICAL REQUIREMENTS / OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA) Person must be able to perform essential job functions with or without accommodation. Incumbent should be in optimal health for difficult and temporary below-basic living conditions at overseas location and for field travel in general.
