Educator Certification/Background Credentialing

Education Consultant 2(WAE)

 

Job Focus Area:

 
The Office of Teaching and Learning, Division of Educator Certification is responsible for the certification of all educators in Louisiana. This Education Consultant 2 will serve as a Certification/Background Credentialing Specialist and will be responsible for evaluating background credentialing requests for the issuance of initial licensure, renewals, and ancillary certification. The Certification/Background Credentialing Specialist will work as part of a team to provide exemplary customer service to external stakeholders regarding certification approvals and denials, including educators across
Louisiana, HR personnel, and teacher preparation program contacts. The Certification/Background Credentialing Specialist is responsible for upholding BESE policy and for providing clear, concise, and accurate information to external stakeholders.

**Note regarding the advertised pay range: The LDOE has an established special entrance rate (SER) for the Education Consultant series that is set  above the minimum of the pay level range and is the advertised minimum. The maximum amount listed is the maximum salary a person can make while in this title and  not the maximum amount we are allowed to pay a new hire.

NOTE: This part-time position is not eligible for benefits or paid holidays, and has a limit to the number of hours worked (maximum of 1245 hours) in a 12 month period, beginning with the first day of employment.  This position is located in Baton Rouge, LA, and the person hired will be required to report to the Baton Rouge office regularly.

MINIMUM QUALIFICATIONS:

Any of the following will qualify:

 

1. A baccalaureate degree plus three years of professional level experience in teaching or education; or in a public or private sector setting.

 

2. A master's degree plus two years of professional level experience in teaching or education; or in a public or private sector setting.

 

3. A master's degree in education plus one year of professional level experience in teaching or education; or in a public or private sector setting.

 

SUBSTITUTIONS:

A master's degree plus thirty graduate hours will substitute for one year of the required experience.

 

An Educational Specialist Degree will substitute for one year of the required experience.

 

A Ph.D. or Ed. D will substitute for two years of the required experience.

 

NOTE:

Advanced degrees will substitute for a maximum of two years of the required experience.

 

NOTE:

Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:

Supports the development and implementation of educational programs affecting populations involved in learning and education. Performs programmatic work in support of higher-level education professionals.

 

LEVEL OF WORK:

Advanced.

 

SUPERVISION RECEIVED:

General from an Education Consultant Supervisor, Education Division Director, or higher-level professional.

 

SUPERVISION EXERCISED:

None.

 

LOCATION OF WORK:

Predominantly located at the Department of Education. Other locations may be approved by SCS.

 

JOB DISTINCTIONS:

Differs from the Education Consultant 1 by the presence of advanced level duties supporting certain aspects of an educational program with minimal supervision from a higher education professional.

 

Differs from the Education Consultant 3 by the absence of a high level of programmatic responsibility over all aspects of an education program.

Develops and implements various aspects of an educational program affecting populations such as students, teachers, principals, central office personnel, and ancillary/support personnel in the public school systems, special schools, nonpublic schools, public and private colleges and universities, technical colleges, local neglected and delinquent institutions, and state correctional institutions; and individuals from other profit and nonprofit agencies, organizations, and institutions.

 

Makes recommendations for program goals, objectives and plans to effectively implement a program or aspect of a program.

 

May work on a team that researches, designs, implements, and evaluates current and long-range plans, rules, regulations, guidelines, and policies for the program in accordance with federal or state laws and policies within a limited group of related programs within a Division.

 

May work on a team that designs, develops, and pilots, programs and research projects on the basis of national/state reports, trends, economic conditions, future needs, educational research findings, and state and federal legislative or policy developments.

 

Prepares recommendations to higher level education professionals for evaluation designs to measure the quality and effectiveness of program(s) and their impact on students.

 

Plans, conducts, and evaluates staff development and in-service training (including national, state, and regional workshops, hearings, conferences) for personnel in the Department of Education, local education agencies, colleges and universities, technical colleges, correctional schools and institutions, as well as churches, civil associations, business and industry groups, special committees and task forces, professional associations and organizations, special interest groups, parents, and other citizens.

 

Advises and provides technical assistance to local superintendents of education, other educators, and other persons outside the field of education on programs, policies, procedures, laws, and regulations; and answers questions and assists in the resolution of problems.
