Job description

The Budget Manager oversees all aspects of the Office of the Dean of the Faculty operations budget, restricted funds, endowed chair funds, start-up funds, research funds, and institutional grants that fall under the Dean of the Faculty division purview. The Budget Manager oversees P-card and  CTW transaction approvals, tracks expenses, performs budget analysis, provides reports to and advises the Dean of the Faculty and institutional grant Primary Investigators (PIs) on budget spending and opportunities. The position reviews purchases to ensure that they are in line with all College policies and procedures and creates reports to insure a balanced budget. The position serves as a liaison to academic departments and the Accounting/Controller and Purchasing departments on policy compliance and best practices, grant PIs and the Grants office on budget reporting and available funds, the Co-Sponsorship Committee and, with the Associate Dean of the Faculty, serves as a liaison on the Committee for Faculty Compensation.

The Budget Manager is a super user expert with the College’s  CTW purchasing and travel portal liaising with the Accounting/Controller and Purchasing departments to advise and assist faculty on best practices to ensure effective use and compliance with portal requirements and College policies.

  1. Establish and maintain files concerned with all Office of the Dean of the Faculty and division institutional grants budgeting matters. Monitor and reconcile expenditures.
  2. Analyze budgets, prepare reports, and advise the Dean of the Faculty and Associate Dean of Faculty on annual budgets, opportunities for spending and savings, and areas that require attention.
  3. Implement and enforce the College’s accounts payable and expense reimbursement policies, develop and implement new policies as needed.
  4. Ensure that division wide restricted funds budgets are being utilized effectively to offset operating budgets.
  5. Manage  PCARD program and  CTW program for Dean of the Faculty division
    • First tier approver on transactions for all budgets overseen by the Dean of the Faculty and department chairs; reconcile transactions against corresponding budget
    • Train new faculty and advise new department chairs as needed on reimbursement processes and accounts payable policies including  PCARD and  CTW use.

  6. Coordinate distribution of funds and maintain records of endowed chair funds, start-up funds, and internal awards and grants (Enders, Lynch, Faculty Student Engagement, RF Johnson, Rash/King/Regan/Mulvey, Research Matters, etc.)
    • Liaise with Advancement department on named funds and reporting
    • Receive application materials for annual/bi-annual distribution of: RF Johnson, Faculty Student Engagement, and Research Matters funds; liaise with  CFC and Associate Dean of the Faculty on award process and procedures
    • Inform faculty of the policies and procedures governing research funding.
  7. Perform travel expense reconciliation for Dean of the Faculty and Associate Dean of Faculty
  8. Process payment and expense reimbursements for visiting committees for academic departments and interdisciplinary centers and programs.
  9. Prepare, review, copy and file a variety of memorandums, correspondence, reports, forms, invoices and documents including budget revisions and journal transfers.
  10. Provides coverage for Senior Assistant to the Dean of the Faculty Office, as needed

Bachelors degree preferred with 3 – 5 years of bookkeeping or other financial experience

High integrity needed to handle confidential information and information of a sensitive nature

Attention to detail

High degree of initiative and energy

Well-organized, able to work under pressure, plan and accomplish goals

Ability to interact well with a variety of people from all aspects of the College and community

Proficient in Microsoft Office suite; demonstrated ability to set-up and maintain Excel spreadsheets for budgets and expenditures and prepare reports

Strong written and verbal communication skills; skilled at information gathering and business writing

Knowledge of general office equipment

No travel required
