Job Description

This position serves an essential leadership role. In conjunction with the Associate Director for Data & Administration, assists the Director of TPS , providing a comprehensive program of high-quality Transportation and Parking services to the University.The Associate Director for Operations leads a staff working nearly a 24 / 7 schedule throughout the fall and spring academic semesters. The position is classified as essential and leads four critical functions within the department: parking facility maintenance, parking enforcement, special event parking, and transportation operations. The position ensures that all operations fully support the academic and community engagement missions of ODU , and adapt to changing campus situations including special events, inclement weather, maintenance work, capital facility construction, regional traffic, and emergency situations. The position will ensure all University parking facilities are maintained in their highest and best conditions; parking regulations are enforced properly on main campus and the regional higher education centers; parking for special events balance customer needs with available resources; and that all facets of university transportation operations are safe, effective and provide outstanding service to the campus community.

Considerable management skills, including the ability to train and develop managerial staff and supervisory staff to lead their respective operating units and work shifts. Considerable ability to communicate effectively both verbally and in writing. Demonstrated ability to manage fiscal, human, facility, and equipment resources effectively. Demonstrated ability to plan for future events while simultaneously executing current operations. Mastery of effective customer service and problem resolution techniques while serving a diverse population of customers (students, faculty, staff and visitors). Demonstrated time management, project-planning and organizational skills. Demonstrated ability to analyze, organize and summarize operational data using current standard software management tools for transportation, parking, maintenance and special event operations.

Level and type of experience

Some supervisory experience in the parking, transportation or mobility industry. Management experience in a service industry supervising both full-time and part time employees. Some experience managing staff using performance metrics and standards. Some experience training and developing both full-time and part-time workforce and enforcing safety and accountability procedures. Some experience analyzing data to determine Key Performance Indicators (KPIs) relevant to transportation operations and parking enforcement operations.

Additional Considerations (supplemental knowledge, skills, abilities, education, experience, licensure, certification)

Certified Administrator of Public Parking ( CAPP ) or the ability to obtain within one year of hire date.

Master’s degree in criminal justice, business, management, engineering technology or a related field. Considerable related experience working in higher education or with parking operations, passenger transportation operations, and/or maintenance and repair of parking garage structures and facilities. Demonstrated experience managing a diverse work force. Demonstrated leadership abilities.

Valid driver’s license with an insurable license required. Valid Virginia Class ‘C’ Commercial Driver’s License with a ‘P’ [Passenger] endorsement (or other U.S. State-issued Commercial Driver’s License accepted in Virginia, and meeting all minimum Virginia DMV Commercial Driver’s License standards) and insurable driving record.

Conditions of Employment

This position is considered essential personnel and may be required to work during university closings.
