JOB SUMMARY: Responsible for monitoring youth placed on conditions of release or terms of probation by the juvenile division court to ensure that youth are compliant with said terms and conditions. Compiles juvenile records for use by the court including assessment instruments designed to measure mental health state and identify substance abuse issues, school records, drug screen results, and other requested information.
Attention: certain duties are particular to case type and court and may not be performed by all employees.
ESSENTIAL JOB FUNCTIONS:
- Supervises and monitors youth placed on probation, conditions of release, or past cases requiring some supervision.
- Provides courtesy supervision of cases from other counties in Arkansas, providing referrals and services as required.
- Reviews all cases monthly to ensure compliance with all court orders; communicates violations to the court and the Prosecutor’s Office; requests pick-up orders.
- Conducts office visits and telephone conferences with clients as needed; mediates between parents/guardians and juveniles when in crisis; visits juveniles in home, school, boot camp, or therapeutic facility when needed.
- Completes referrals to agencies as ordered for counseling, in-patient treatment, or residential therapeutic placements; ensures the agency has the needed paperwork; obtains progress reports for court.
- Completes Civilian Student Training Program (CSTP) referrals and applications; submits to the CSTP office; ensures juveniles obtain required physical and that families will provide transportation.
- Prepares court and disposition reports which include a Structured Assessment of Violence Risk in Youth (SAVRY), MAYSI II, and CRAFFT assessments to determine the child’s mental health state, and a tendency toward violent behavior, and substance abuse issues.
- Summarizes social history and makes disposition recommendations for submission to the court.
- Attends court hearings and testifies as needed.
- Obtains or assists parents and juveniles in getting school records for court reports and checking probation compliance.
- Conducts drug screens on juveniles, parents, guardians, or others as ordered by the court to determine the presence or absence of illegal substances.
- Completes and submits transport orders for juveniles in detention or adults in jail for transportation from jail or long-term facilities for court appearances in court or other court-ordered destinations.
- Compiles a monthly list of cases closed and new cases assigned; submits those to Probation Officer Coordinator for compiling and submitting statistics.
- Meets with team members to review upcoming monthly docket, court coverage, scheduled vacation, and difficult or complex cases.
- May testify at a juvenile transfer hearing in either criminal division or juvenile division of circuit court for the general purpose of explaining the juvenile’s current or past involvement with juvenile division court and identification of services available through juvenile division court that may facilitate the rehabilitation of the juvenile.
- Reports all allegations or suspected incidents of child physical or sexual abuse to the Child Abuse Hotline.
- May provide court security as a backup to Bailiff if requested.
- Performs tasks in court such as passing paperwork or exhibits to the judge, ejecting problematic people from the courtroom, and assisting witnesses to and from the stand.
- Attends court as needed at the Perry County Courthouse.
- Enters client data into Context and the risk assessment database including demographics, conditions of release or probation rules, revocations, case closures, results of risk assessment questionnaires and corresponding importance or critical nature, and mitigating circumstances that affect risk and additional risks not already stated. Enters warrants, recall warrants, and pick-up orders into NCIC/ACIC database.

WORKING CONDITIONS: Work is performed in a smoking-restricted office environment. The position is required to remain on call for 24-hour shifts on a rotating basis. Must be in attendance in court in Perry County as necessary.
MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
- Considerable knowledge of laws, judicial procedures, and precedents pertaining to probation in the juvenile justice system.
- Considerable knowledge of current probation principles and practices.
- Considerable knowledge of factors related to juvenile criminal behavior.
- Considerable knowledge of human behavior, growth, development, and motivational techniques.
- Considerable knowledge of the SAVRY, MAYSI-2, CRAFFT, and other relevant evaluation tools.
- Ability to interview individuals and gather information related to their behavior.
- Ability to analyze individual rehabilitative needs and determine appropriate strategies for corrective action.
- Ability to identify the strengths and weaknesses of available service and treatment providers and determine the most effective source.
- Ability to effectively manage a large number of probation cases.
- Ability to compose reports, court orders, and other written communication.
- Ability to perform drug and alcohol testing.
- Ability to conduct probation and pre-disposition investigations.
- Ability to attend work regularly and reliably.
- Skill in investigating background and case history. Skill in the use of a computer and applicable software including EXCEL, Word, Context, etc.
PHYSICAL REQUIREMENTS:
- Skill in the operation of firearms.
- Ability to effectively communicate orally, both individually and in groups.
- Ability to physically restrain an individual and exercise self-defense tactics.
- Digital dexterity is needed for keyboard operation.
- Visual acuity is needed for use of a computer screen and during document review.
- Ability to work in a constant state of alertness and in a safe manner. Ability to concentrate for long periods of time.
EDUCATION AND EXPERIENCE:
Completion of a bachelor’s degree in Criminal Justice, Psychology, Social Work, Sociology, or a related field; considerable work experience with juvenile justice, social services, case management, law enforcement, or a related area; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
- Employment is contingent upon the successful completion of a criminal background, child maltreatment check, and CLEST physical and psychological exam.
- This position is safety-sensitive and is subject to random drug and alcohol testing.
- Completion of the Juvenile Court Officer certification within one year of employment.
- Must obtain Court Security Officer (CSO) certification within one year of employment.
- Must obtain CLEST certification within one year of employment.
- Must obtain ACIC/NCIC certification within one year of employment.
- Must be trained to use the SAVRY, MAYSI-2, AND CRAFFT assessment within six months of employment.
- Regular and reliable attendance is an essential function of this position.
