Salary Range: $69,700 - $94,100 Annually
Job Summary:
The City of Greeley is seeking a professional and driven individual, who has interest in working for the City Clerk’s Office.
The primary functions and services of the City Clerk’s office include serving as Clerk to the City Council; the custodian of the city laws, records and administrative policies; providing election administration; coordinating board and commission appointments; managing alcohol beverage licensing; and providing administrative hearing officer (AHO) support services to administrative hearings.
The ideal candidate will be familiar with liquor laws from the State of Colorado and have worked with a larger home ruled municipality to intake, process, coordinate and assign job duties to staff and the Liquor Licensing Authority and Administrative Review Team, understand the processes of recruitment, onboarding/offboarding, general regulations and overall management of various boards and commissions, seek training for and coach each of the support staff members as needed; serve as City Clerk in the Clerk's absence and perform functions as Clerk to City Council; assist with election administration, and cooperate with records management practices.
Minimum Requirements
- Associate’s degree or certification program of comparable length.
- Three to five (3-5) years' experience in a municipal clerk's office or legal office or an equivalent combination of education and related experience.
- Valid Colorado driver license and good driving record.

Knowledge, Skills, and Abilities
- Ability to interpret State Constitution, State Statutes and regulations, City Charter, City Code of Ordinances, Council policies and protocol, and City policies and procedures.
- Excellent written and oral communication skills.
- Decision-making ability to determine (from varied statutory provisions) and explain options to the customer based upon the customer's circumstances and in reviewing application documentation to determine whether it complies with State and local requirements in every material detail.
- Above-average knowledge of the English language to include grammar, spelling, and punctuation.
- Advanced knowledge of business office functions.
- Demonstrated intermediate to advanced computer skills.
- Demonstrated excellent customer service skills in a busy office.

Essential Functions:
- Coordinates and assigns job duties to the City Clerk's Office staff; seeks training for and coaches each of the support staff members.
- Reviews and monitors the work functions for the AHO Support position and oversees the hearing packet and is back up for the position.
- Works with City Council and City Manager on procedural preferences for scheduling, information gathering and dissemination, and desired reports.
- Develops efficient and effective ways to communicate and reports information to them while tracking performance.
- Develops policies and procedures for the administration of the liquor licensing function as needed for approval by the Liquor Licensing Hearing Officer and/or the City Manager.
- Leads the City's Liquor Administrative Review Team process for the liquor licensing function to review, routes and resolves issues with new, modified, and renewal applications.
- Creates and modifies, as needed, guides/instructions for prospective licensees to assist them through the dual-approval process (City and State)
- Works with staff at the Colorado Division of Liquor Enforcement to monitor application status and resolve problems that surface.
- Partners with the City Attorney's Office as a negotiation team to reach settlements with licensees in cases of alleged violations.
- Prepares stipulation documentation as negotiated for City and second party to sign and manages the hearing process if stipulations are not reached.
- Participates in the administration of elections including preparations of the calendar pursuant to State and local laws and regulations, develops ballot language and TABOR summaries, and coordinates election judge recruitment/selection/payment.
- Coordinates ballot printing and mailing.
- Serves as the primary NB2 contact for the City Clerk's Office.
- Creates implement and track the CCOs portion of the NB2 project (communications liaison).
- Receives, review for compliance, and process through the Administrative Review process (multiple departments) all applications for liquor licenses.
- Works with Administrative Review Team members, applicants, hearing officer and staff with the Division of Liquor Enforcement Division to resolve incomplete or non-conforming applications and related documentation pursuant to State and local laws.
- Prepares and arranges service of subpoenas, prepares findings and conclusions and orders of the hearing officer and attends, records, and composes minutes for hearings.
- Attends evening City Council meetings, records and prepares the proceedings, communicates petitions and scheduling items to the City Manager.
- Assists with Council Work session agenda preparation and serves as backup for City Council agenda preparation.
- Processes annexations, including calendar of events, transmittal to parties in interest, and prepares and arranges for legal publications.
- Processes correspondence for the City Manager and the Mayor and prepares Council's Weekly Communication Packet.
- Provides administrative support such as assisting customers and other agencies with information and research using legislative history (charter, code, resolutions, minutes), subsidiary codes, and other files (state statutes, contracts, various policies).
- Prepares correspondence and forms.
- Researches projects using several sources and often with few or no leads.
- Gathers and organizes statistical data.
- Assists with records management and special projects as needed.

- Vision enough to interpret computer screens and documents to assist the public and complete work assignments; specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
- Manual dexterity enough to accurately input, retrieve and verify work assignments; employee is regularly required to use hands to finger, handle, or feel and reach with hands and arms.
- Duties may occasionally require light to moderate physical effort that includes: stooping, kneeling, crouching, crawling; frequent standing or walking; frequently lifting and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds.
- Maintaining arms and hands in the same position for repetitive tasks and frequently working with light objects and light hand tools.
- Extensive work is performed on a computer with repetitive data entry and 10-key calculations; work is primarily performed at a desk.
