Duties and Responsibilities
- **Serves as the Assistant Fiscal Manager for CTAHR, overseeing the work of all fiscal office staff and providing training as necessary
- **Maintains comprehensive knowledge of sponsored project research administration to ensure compliance with applicable UH, RCUH, State and Federal policies, regulations, laws, and collective bargaining agreements
- **Identifies potential fiscal/administrative issues. Provides evaluation/synthesis of data, advising, and alternate solutions and/or recommendations to the unit heads
- **Assists the Fiscal Manager with fiscal office staff evaluations, developing plans for advancement and career development, and taking corrective action as necessary
- **Generates Financial Reports: Research and prepare financial reports as needed for all fund types including general, special/tuition and RTRF funds, extramural contracts & grants, RCUH accounts, and federal capacity funds
- **Works directly with PIs of assigned departments and mentoring fiscal office staff to ensure compliance with applicable policies, procedures, rules and regulations
- **Advises and assist PIs in determining UH financial obligations required by extramural funding agencies. Supervise the distribution, collection, review, and return of cost-sharing reports
- **Formulates and/or recommends sound internal fiscal procedures and practices. Exercises discretion and sound technical analysis of a variety of fiscal management or related issues
- **Attends trainings to remain updated on current trends and information related to fiscal management for the University and CTAHR
- **Represents the college on committees relating to fiscal policies, special projects, and development of university-wide fiscal management systems/forms/policies/procedures
- **Develops and conducts college-wide training of all administrative/support staff and applicable principal investigators located statewide
- **Coordinates with the Office of Research Services on cash drawdowns from the federal government for federal formula funds. As the designated Land Grant College, this task is unique to CTAHR
- **Serves as subject matter expert on capacity grants/formula funds received by CTAHR as the Land Grant College for the State of Hawaii, providing guidance to CTAHR Administration and project PIs on appropriate use of funds and reporting requirements
- **Holds fiscal signing authority up to $25,000
- Other duties as assigned

Minimum Qualifications Education and Professional Work Experience - Possession of a baccalaureate degree in business administration or related field and 4 year(s) of progressively responsible professional experience with responsibilities for financial or cost accounting; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Knowledge, Skills, Abilities - Considerable working knowledge of principles, practices and techniques in the area of accounting and/or office management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with accounting and/or office management.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer, apply word processing and spreadsheet software.
- If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Supplemental Minimum Qualifications - Experience working with land grant capacity grants/formula funds
Desirable Qualifications - Knowledge of the administrative service policies and procedures of the University.
- Experience in training subject matter expertise to others.
