PROJECT AND FACILITIES SERVICE MANAGER
EXEMPT
DESCRIPTION OF DUTIES:
This is a professional position which serves as the project manager for capital improvement projects and also serves as division manager over facilities services and facilities management. An employee in this position will also be responsible for managing, mentoring and developing employees in the Facility Services Division of the Municipal Services Department.
While work is performed under the general direction of the Municipal Services Director, the employee in this classification works independently in the field and is responsible for planning, organizing, supervising, and administering projects in accordance with Township policies and procedures while making decisions requiring technical discretion and judgment. Work is subject to general review for results accomplished. This employee must be self-directed to maintain and meet the high-quality program, maintenance and service standards of the Township. The employee must be innovative in meeting goals, objectives and environmental initiatives while working within existing strategies and budgets.
EXAMPLES OF WORK : (Note: These examples are intended merely as illustrations of the various types of work performed).
- Serves as the department lead for execution of the five-year Capital Improvement Program.
- Serves as the lead for all projects related to facilities improvement and maintenance.
- Responsible for providing the Municipal Services Director with continuous updates and reports on all projects, including but not limited to: Capital Improvement Project work status reports, budget overages, project delays and facility maintenance related preventative maintenance, malfunctions and repairs that may be deemed operationally important.
- Monitors activity and enforces policies and procedures to meet MIOSHA compliance.
- Prepares reports and maintains records related to operations and maintenance of Township Facilities and capital improvement projects.
- Assigns and supervises work of employees assigned t o the Facilities Services Division.
- Participates in the selection and the evaluation of subordinates as assigned.
- Develops proposals for operational policies, procedures and training and implements approved programs in a timely manner.
- Assesses existing operations and assists with the development of new standards, services and facilities to ensure best practices are met when feasible.
- Evaluates, selects, implements and maintains Building Management Software as needed.
- Initiates and facilitates individual annual review and planning meetings with supervisory staff.
- Prepares meeting summary reports to highlight accomplishments achieved in prior period, outlines objectives for next period and requests resources and/or support needed to achieve the agreed-upon objectives.
- Attends Staff, Board and other meetings as required.
- Communicates and demonstrates activities and programs through oral presentation and written form to Township Board, Township personnel and the public.
- Prepares annual budgets for the Facility Services Division.
- Develops strategies to encourage best practices to meet established goals and directives.
- Serves as Township liaison to regulatory bodies such as the Environmental Protection Agency (EPA) and Environment, Great Lakes and Energy (EGLE).
- Serves as Township lead on recommending and implementing energy efficiency measures throughout Township Buildings.
- Incorporates environmentally friendly and sustainable policies and practices into projects and services to reduce environmental impacts when opportunities and funding exist.
- Tracks and provides regular reports on effectiveness of environmental efficiency measures.
- Works with other departments and divisions to ensure capital and maintenance budgets are appropriate to meet the needs/ expectations.
- Recommends sound policies, procedures, rules and regulations to govern the Facilities Services Division including risk management practices.
- Establishes a culture of safety by ensuring maintenance employees are properly trained and ensuring the Facilities Services Division responds to all identified facility hazards in a time sensitive manner.
- Achieves positive public relations that are demonstrated through courteous, motivated and well-trained Facilities Maintenance staff members.
- On call 24/7 for all emergencies that involve life safety equipment and facility infrastructure
- Responsible for ensuring critical equipment is operating at optimal performance such as generators, ATS, UPS systems, etc.
- Leads pre-construction and design meetings with architects, construction management groups, and Township stakeholders.
- Reads and interprets construction blueprints.
- Interviews architects, engineers, consultants, and contractors to determine successful bidders.
- Estimates project cost to establish preliminary budgets for funding project approval, including soft costs and hard costs.
- Facilitates and conducts regularly recurring Owner/Architect/Contractor (OAC) meetings throughout the duration of the projects as needed.
- Ensures that all construction is done in accordance with current building, electrical, and mechanical codes, ADA codes, and all applicable local, state, and federal regulations.
- Performs other duties as assigned.
ESSENTIAL JOB FUNCTIONS - KNOWLEDGE, SKILLS AND ABILITIES:
- Graduation from a college or university with a bachelor's degree in Project Management, Operations Management, Park Administration, or related field; or any equivalent combination of experience and training which provides the required knowledge, abilities and skills.
- Project Management Professional (PMP) Certification preferred.
- Three to five years of related and verifiable professional experience required.
- Must possess a current, valid Michigan Driver's License with a driving history that does not create liability concerns; which includes, but is not limited to, convictions for reckless driving, careless driving, suspended license, or convictions involving drinking and impaired driving.
- Demonstrated interest and understanding of environmental issues including but not limited to renewable energy sources.
- Ability to plan, schedule and execute completion of complex projects to meet the organization goals/objective and to keep the project on schedule and under budget.
- Ability to read and interpret plans, specifications, and blueprints and to compare them with work in progress.
- Ability to work with architects, contractors, craftsmen, and the public and ability to maintain satisfactory relationships on inspectional and regulatory matters by treating others with tact and courtesy.
- Ability to identify project uncertainties and reduce project liability and exposure from both a financial and performance perspective to help mitigate cost overruns and delayed schedules.
- Ability to climb ladders and work in adverse conditions including standing for long periods of times, working in adverse weather conditions, confined areas, poor lighting, working in areas that may not have access to plumbing or heating and working on uneven and unfamiliar terrain.
- Demonstrated self-starter with excellent communication and marketing skills.
- Ability and willingness to be available to the public and work a flexible schedule as needed.
- Ability to respond to emergency situations as needed.
- Ability to convey technical information related to complex projects, including but not limited to: the ability to analyze problems, present facts, and make recommendations effectively in oral and written form.
- Ability to establish and maintain effective working relationships with Township Officials, supervisors, and other employees.
- Ability to plan, organize, direct and review the work of employees and contractors engaged in a variety of maintenance and contracted activities.
- Ability to deal effectively with the public in a courteous and tactful manner.
- Considerable knowledge of the materials, methods and techniques commonly used in facilities administration.
