Job description
INNOVIM is seeking a Program Manager to support the science and engagement services necessary to meet the legal mandates of the Inflation Reduction Act (IRA) and the Bipartisan Infrastructure Law (BIL) as they apply to NCEI. NCEI serves as the central archive for NOAA’s multi-billion-dollar investment in satellite and in situ observations and model forecasts and projections.
Primary duties will include scientific and technical management of project planning, budgeting, monitoring, and reporting activities for products and services.
Required Skills: - Knowledge of climate products, environmental information support service activities (e.g., ingest, archive, access), and CSSD’s products and services are beneficial.
- Provide program planning and management expertise, including advice, analyses, and assistance for the improvement of internal technical, business, and organizational processes such as for strategic planning and execution, performance metrics, feedback mechanisms, and reporting processes.
- Assist in the execution of program planning, including the provision of weekly, monthly, and annual status reports as well as the maintenance of status meetings, agenda, and schedule (anticipated weekly). The Contractor shall also prepare an annual Lessons Learned Report for consideration in future year activities.
- Provide document management and tool maintenance services, including the development of new documents and tools as required.
- Support product developers in the development of Product Management or Product Requirement Plans. Provide training in the preparation of these plans and documents as needed.
- Provide administrative, logistical, and technical assistance in support of initiatives that require NCEI IRA and BIL information, such as the NESDIS Integrated Product List, the NESDIS Common Cloud Framework, and the NOAA Research and Development Database.
- Work with support staff in SSD to assure maintenance, monitoring, reporting and availability of program performance measures in a centralized space and available for reporting on schedules to be determined by the program and NOAA (anticipate monthly to quarterly).
- Provide input to NCEI's weekly status reports to NESDIS and post program information to the NCEI website and Google Site.
Experience Requirements: - PMP preferred.
- Advanced degree in physical sciences (climate or atmospheric science preferred), analysis, or management may be substituted for some experience, but management of science-based products and services projects is still required.
- 10-15 years of experience.
- Must be a U.S. Citizen
