Job description

The City of San Juan Capistrano is excited to announce an exceptional opportunity for a skilled Building Inspector to join our Development Services Department. We welcome qualified candidates eager to be an integral part of a building inspection team that is committed to providing the highest-level customer service with integrity, effective collaboration, and professionalism. With various and multiple commercial and residential projects being developed throughout this historic town, we are seeking an individual who is driven and enthusiastic about building and maintaining strong relationships with City staff and community stakeholders, including designers, contractors, commercial property owners and tenants, homeowners and homeowners' associations.  The ideal candidate will have the required skills, training, and certifications outlined in the recruitment flyer, as well as a passion for the community.

The Building Inspector performs technical building inspections for commercial, residential and industrial projects; enforces compliance with building codes, regulations and ordinances; performs grading inspections; and works with developers, architects, contractors and homeowners to maintain code requirements and resolve problems relating to code compliance.

The City

The City of San Juan Capistrano is a unique community grounded in a history of Native American culture, the Mission established by Franciscan missionaries in 1776, and an agrarian past. The City was officially incorporated in 1961 and has a current population of approximately 35,000. A council-manager form of government, with five elected council members elected by district, directs City operations and municipal services. The City employs approximately 55 full-time employees.

Conducts inspections of industrial, commercial and residential buildings during various stages of construction and remodeling; ensures compliance with applicable uniform building, plumbing or mechanical codes, ordinances and regulations.

Performs technical building inspections to ensure compliance with adopted codes in the areas of plumbing, mechanical, electrical, and/or HVAC.

Conducts inspections of soil/erosion control BMP's and NPDES compliance such as proper drainage, retaining walls, and erosion control plans.

Inspects foundation, wood, concrete, masonry and steel construction, framing, plastering, plumbing, heating and electrical installations, and various other complex and routine building system elements.  

Inspects existing buildings and premises for change of use, occupancy and/or compliance with applicable codes and ordinances.
Issues correction notices and maintains records of all inspections performed using permit tracking program.

Responds to building inspection related inquiries; provides assistance to contractors and homeowners in person and via telephone and email.  

Coordinates building inspections with the Fire department and serving utilities when necessary; performs inspections for as-built construction, fire damage and life safety for after-hours emergencies as needed.  

Attends and participates in a variety of building and safety related meetings; stays abreast of new trends and developments in the field of building inspection.  

Maintains files and reports regarding inspection and plan check activities and active building permits; prepares building inspection reports and correspondence.

Assists at the public counter as needed; confers with architects, contractors, builders, and the general public; receives and reviews plans; explains and interprets requirements and regulations.

Participates in pre-construction and pre-grade meetings as needed.

Performs related duties and responsibilities as required.

Skill in:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Minimum three years in municipal building inspections and construction trades, or a combination thereof.
Training:
Equivalent to the completion of the twelfth grade.
Licenses or Certifications:

Working Conditions

:
Office, field, and construction site environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, gases, and inclement weather; work at heights on scaffolding and ladders, on uneven surfaces, in confined spaces or around heavy construction equipment. Essential functions may require maintaining physical condition necessary for light lifting, bending, stooping, climbing, walking and standing for prolonged periods of time, operating motorized vehicles; visual acuity for reading building pans and schematics.
