Job Description and Duties

This position is responsible for supervising the Specialty Mental Health Unit within the Behavioral Health Interim Settlement Section (BHISS). BHISS is responsible for acceptance and review of the Short-Doyle Medi-Cal (SD-MC) Specialty Mental Health Services (SMHS) and Drug Medi-Cal (DMC) Substance Use Disorder (SUD) annual cost report submissions. The BHISS is responsible for administering the federal block grant, SD-MC Specialty Mental Health Services, and Drug Medi-Cal program interim cost settlement processes for counties, substance use disorder providers and SMHS. The incumbent is responsible for supervising staff in the analysis and resolution of cost reporting issues; the development and provision of cost report training; the analysis and resolution of complex settlement issues; and continuous process improvement. The incumbent must be able to effectively supervise a team of analytical staff, manage multiple priorities, and possess strong analytical, leadership, inter-personal, and written/oral communication skills. There is up to 5% of extended or overnight travel for this position to conduct training and attend stakeholder meetings.
