Job Overview

The Deputy Superintendent Operations assists the Superintendent in the effective execution of operational systems for excellence across the district while fostering healthy and safe working and learning environments where students and staff can thrive. The incumbent is responsible for the planning, operation, supervision and evaluation of the district operational systems, facility management, Bond programs, technology services, and human resource functions. The incumbent coordinates operational division systems to ensure high quality service delivery, by providing organizational leadership to align operational and human capital strategy to support efficient and effective district operations.

Position Description

Essential Duties and Responsibilities

Serve as a leader to assist the Superintendent and Board to develop a vision for the school district and a comprehensive long-range plan. Recommend to the Board, annually, district-wide goals and monitor and report to the Board on the progress toward achieving established goals
Lead the implementation of a human capital strategy that ensures the strategic recruitment, engagement, retention of high-quality teachers, administrators, and support staff. Oversee systems for performance management, employee grievances and complaints, compensation strategy, recognition programs, benefits and wellness, and records management.
Ensure effective implementation of infrastructure systems, enterprise solutions, cybersecurity, business processes, technology services, tools that support teaching and learning, and network, data governance processes that provide organizational access to data.
Oversee and lead development of a facilities master plan including coordinating use of funds, attendance boundaries, status, and schedule of construction and phasing of projects while ensuring alignment with facility legislation. Coordinate, and direct activities related to facilities, maintenance, operations, and student transportation functions to assure, safety, economy, effective communications, efficient use of equipment and supplies and appropriate appearances of buildings, grounds.
Oversee and manage the implementation of the District Bond Program to ensure effective and efficient implementation of planned projects within scope. Prepare reports on progress, advise changes based upon legislation, cost increases, and other identified needs.
Provide long term planning to guide the Superintendent and Board in policy development tied to human resource management, operations, and information technology. Present recommendations for the adoption or revision of Board policies, communicate Board policies to members of the Board, personnel, students, and the public, and ensure through delegation to staff that all policies of the Board are implemented.
Work with the Superintendent, Board and District leaders to prepare an annual budget to operate the District in a fiscally responsible manner.
Promote a common vision and establish effective communication to build support, unity and trust among the Superintendent, Board, administrators, district staff and community stakeholders.
Understand the dynamics of demographic, economic and social-emotional change in the Fort Bend ISD community and provide proactive planning to meet the needs of a diverse student population.
Represent the school district before the public and establish and maintain a program of public relations to keep the public well-informed of the programs and activities, policies, and practices, and needs and successes of the school district, so as to promote a positive relationship between the school district and the community.
Maintain open lines of communication and cooperative working relationships with other government agencies. When appropriate, attend meetings of other government agencies to advance the interest of the school district.

Supervisory Responsibilities

Execute supervisory responsibilities for administrators of assigned departments and programs in accordance with the District’s policies and applicable laws
Recruit, interview, submit recommendations for hire, develop and retain the highest quality of teachers, administrators, and support staff
Plan, assign and direct work in alignment to organizational goals
Understand and fairly administer policies concerning employees, providing an inclusive environment that fosters open communication and promotes high staff morale and excellence in the district
Oversee and appraise performance of direct reports by managing and evaluating work, providing feedback, recognizing work well done, addressing unsatisfactory performance, and providing opportunities for professional growth and development
Reward and discipline employees in alignment with the Code of Ethics and Employee Handbook using the 4D model and/or progressive discipline
Address and resolve work related concerns and complaints in alignment with the Code of Ethics and School Board Policy

Qualifications:

Master's degree Business, Management, Finance, or related field, required
Doctorate degree preferred
Valid Texas Mid-Management or Principal Certification preferred
Valid Texas Superintendent Certificate preferred
Minimum of 7 years supervisory/administrative/leadership experience in corporate, public, or educational institution.
Minimum of 5 years of experience serving as Executive Leader
Knowledge/Skills/Abilities
Proven record of improving academic and organizational success
Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordinator of people and resources
Knowledge of how a school District functions and understanding of the roles of the Board, Superintendent and campus administration
Ability to evaluate all programs based on effectiveness
Ability to manage budget and personnel
Ability to manage District-wide initiatives
Ability to ensure policies are implemented throughout District
Strong organizational, communication, public relations and interpersonal skills

Salary Range:

$190,245 - $270,148
