Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

Under the administrative and policy direction of the Executive Director of the State Water Resources Control Board, the Director of Legislative Affairs, plans, organizes and directs the legislative and governmental affairs programs of the State Water Board.  The Director provides executive-level leadership as the principal spokesperson and advocate for the State Water Board and the nine California Regional Water Quality Control Boards before the Legislature, and testifies and arranges for expert witnesses from the Water Boards to testify before the Legislature.  The Director participates in the setting of major policies related to the political, programmatic, and fiscal impact of pending legislative issues.  The Director:

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. Demonstrated experience and success in leadership, including experience planning, organizing, and directing the work of professional staff engaged in legislative analysis.
  2. Extensive experience navigating the legislative process, analyzing and interpreting the effects of State and Federal legislation, and drafting proposed legislation.
  3. Experience representing organizations and testifying before the Legislature, boards, or other government entities.
  4. Strong working knowledge of California water resources management issues or policies and plans adopted by the Water Boards.
  5. Ability to work cooperatively and promote partnerships with internal and external customers, including the Legislature (and staff), other elected officials, the public, and governmental and non-governmental agencies, and organizations, including environmental justice and other organizations representing communities lacking reliable access to safe drinking water.
  6. Possess personal characteristics of integrity, independence, tact, dependability, sound judgement, and adaptability, as well as a strong customer service focus.

Benefits

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment.

Statement of Qualifications (SOQ)

On your Statement of Qualifications you must list each “Desirable Qualification” identified above and describe your experience, knowledge and abilities, as they relate to the Desirable Qualifications section of this bulletin. You must provide specific examples for each Desirable Qualification factor.

The Desirable Qualification factors must be addressed in the same order as listed. The Statement of Qualifications serves as a documentation of each candidate’s ability to present information clearly and concisely in writing and should be typed and no more than four (4) pages in length with a font no smaller than 12 point.
