We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.
Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.
This position is a full-time role that offers part-time telework flexibility in the Richland, Washington project office. Required to be in-office 2 days a week. This position works a 9/80 schedule, offering every other Friday off.
Position Summary
Executes the supplier quality function on a project, including administration of capability surveys, audits and area or shop quality surveillance. At project discretion, executes area supplier quality functions within limits of individual certifications.
Responsibilities
- Represents the procurement supplier quality function on the project. Plans and implements division of responsibility for project activities. Assures completion of tasks assigned by the Project Procurement Manager.
- Reviews scope of supplier quality participation for assigned project and completes development of cost of services estimate. Obtains project team approval of cost of services budget. Monitors expenditures against approved budgets and reviews any necessary budget adjustment with the project team. Monitors billing for compliance.
- Reviews material requisitions including technical specifications with respect to quality requirements and participates with Engineering in determining levels of surveillance required and establishing witness and hold points.
- Prepares project specific supplier quality procedures and operating instructions, incorporating project and client specific objectives into the project supplier quality function.
- Participates in the development of the final bid list and the selection of recommended suppliers.
- Participates in pre-award and post-award conferences with suppliers.
- Prepares material requisition specific Quality Surveillance Plans and work instructions.
- Prepares and issues quality surveillance, capability survey and audit assignments for execution by the assigned Area Supplier Quality Specialists.
- Reviews, edits and accepts reports prior to distribution and in accordance with project requirements. Distributes reports and correspondence in compliance with project document control procedures. Returns unacceptable reports for necessary corrections.
- Advises interested parties of technical and quality issues reported in area/shop Quality Surveillance Reports; monitors dispositions and corrections made to assure documented evidence of satisfactory closeout.
- Facilitates communication between on and off project personnel across disciplines; provides project direction to assigned Area Supplier Quality Specialists; participates in resolution of technical and quality issues arising from area/shop Supplier Quality activities.
- Initiates Supplier Advisories or Warnings when supplier performance and/or situation falls within the defined structure of Corporate Supplier Quality Manual directions for such action.
- Attends specific shop visits on project behalf.
- Participates in preparation of project corrective actions and root cause analyses to resolve significant issues that represent immediate or potential impact to the project.
- Researches and summarizes data and populates established project and/or procedural metrics. Develops project specific metrics relative to supplier performance and the Supplier Quality function, at the direction of the Project Procurement Manager.
Requisite certification as an ANSI/ASME Level II (further to Level I competencies) and performs the following:
- Conducts capability surveys of a prospective suppliers.
- Participates as an audit team member or technical resource for nuclear material and/or quality program audits.
- Monitors the administrative and technical performance of Third-Party Agency quality surveillance contractor personnel to assure that Corporate Supplier Quality Manual and Procedures and quality surveillance assignment instructions are implemented.
- Monitors or directs the activities of a Level I or Level II certified Supplier Quality Specialists when directed by the Supplier Quality Supervisor.
Qualifications and Skills
Basic Qualifications
- Bachelor’s degree from an accredited university and a minimum of 6 years progressive related experience including but not limited to Procurement preferably in an engineering, procurement, and construction environment. OR In lieu of formal degree a minimum of 12 years of progressive related experience including but not limited to Procurement, preferably in an engineering, procurement, and construction environment.
- Must possess the right to work and remain in the United States without sponsorship.
- Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
- Must be able to obtain a Department of Energy badge for access to the Hanford Site.
Additional Qualifications
- Excellent written and verbal communication skills.
- Knowledge of standard computer applications.
- Prior experience working in the government or nuclear power environment.
- Experience with major commodities typically procured for global business unit projects recognized Codes and Standards, manufacturing methods, inspection/examination/testing techniques, and technical document review and implementation.
- Experience or demonstrated proficiency in the concepts of administration of quality surveillance assignments, including capability surveys and compliance audits.
- Understanding of budget development and management, and development of performance metrics.
- Knowledge of Bechtel Procurement System and Supplier Performance Database, and Supplier Warning and Advisory process.
- Familiarity with the supply chain process and quality management programs including ISO9000, ANSI N 45.2, 10CFR50 Appendix B and NQA-1.
- A minimum of 6,000 hours of in-shop quality surveillance or related work.
- Solid knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
- Solid understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
- Solid understanding of Cost Accounting Standards, and determination process for applicability to the work.
