Position Title (Oracle title): Senior Administrator
Working Title: Senior Administrator-Transportation Planner

Pay Grade: Senior Administrator Band 3
FLSA Status: Exempt
Work Week Schedule: Monday-Friday (occasional evenings and weekends)
POSITION PURPOSE:
Conducts system wide transportation planning projects using a combination of routing/scheduling, geographic information system (GIS), customer support data, and optimization tools. Oversees the global positioning system (GPS) bus tracking system, bus video surveillance system, and planning of future system specifications. Collaborates with directors, developing and implementing processes and tools to improve job performance, efficiency, and accountability. Utilizes available tools to investigate transportation issues reported by the public and schools; tracks and responds to inquiries.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Extensive knowledge of GIS (applications);
- Considerable knowledge of Microsoft Office, specifically, Word, Excel, PowerPoint; Google Apps;
- Knowledge of vehicle routing/scheduling operation and planning for large metropolitan school systems or metropolitan public transportation agencies;
- Demonstrated experience leading large transportation planning projects involving analytical tools using various data sources and formats;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback; ability to effectively communicate with a wide variety of people, personalities, and situations;
- Ability to work with peers in developing processes and procedures to achieve organization goals and objectives;
- Ability to organize and analyze complex data and statistics to identify problems and devise innovative solutions;
- Ability to establish and maintain effective working relationships with school system staff, vendors, contractors, external agencies, and the community.
EDUCATION, TRAINING, AND EXPERIENCE
- Bachelor’s degree in Operations Research, Mathematics, Transportation Engineering, City and Regional Planning, Information Systems, Business Administration, or closely related field from accredited college or university; AND
- Five years experience in the field of transportation planning.
An equivalent combination of relevant education, training, and experience which provides the knowledge, skills, and abilities necessary to successfully meet the essential duties may be considered.
CERTIFICATION AND LICENSE REQUIREMENTS
- Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.
PREFERRED QUALIFICATIONS:
- Intermediate to advanced knowledge using ArcMap Software;
- Advance knowledge using MS-Excel and Access;
- Leadership experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Works with transportation directors to conduct system wide transportation planning and research projects using a combination of routing/scheduling, GIS, and various planning tools.
- Oversees and maintains the automated vehicle location (AVL) system software and hardware within 98% functionality.
- Utilizes ArcMap to conduct spatial analysis to aid in transportation decisions.
- Continually maintains on-going documentation about project status and monitors progress towards completion. Adjusts resources and plans accordingly to meet project requirements.
- Investigates transportation related issues; researches, tracks, and responds to inquiries.
- Participates in the development and monitoring of management reports to improve job performance and accountability of each district office.
- Maintains proficient skills in use of the transportation information management system (TIMS) routing and AVL; keeps up to date on the state yellow bus guidelines.
- Responsible for the involvement with all software systems, as assigned, by the director or the senior director.
- Provides technical support to all Transportation staff.
- Performs other related duties as assigned
WORKING CONDITIONS:
PHYSICAL ENVIRONMENT
Must be able to use a variety of office equipment such as computers, scanners, and copiers. At times requires the ability to lift, carry, push, pull or otherwise move objects up to ten pounds. The work requires activities involving driving automotive equipment. Due to the amount of time spent standing and/or walking, physical requirements are consistent with those for sedentary work.
WORK ENVIRONMENT
Must be able to work in an office and public-school environment and come into direct contact with staff, students, and the public. Travel throughout Wake County is required to schools and other locations within Wake County.
