Job description
HFS Company is a nationally recognized AEC project management and consulting firm working through prime contracts on a variety of federal and military medical projects throughout the US and Europe. The purpose of this role is to plan and program future real property development for the Virgin Islands National Guard (VING) and to document existing real property. The resulting work produce will be a dynamic 25-year Real Property Development Plan (RPDP) that is a comprehensive guide for future facilities development within the Virgin Islands. The plan will facilitate real property decision making and ensure that real property development and decisions make best use of limited resources. When properly accomplished, the resulting new construction will benefit the soldiers and citizens of the Virgin Islands. Telework is authorized but employee must be able to travel periodically to the Virgin Islands or other locations.
Responsibilities:
- Research, develop, integrate, maintain and review a series of documents and databases in accordance with Territory, National Guard Bureau and Army guidelines. These represent the 25-year VING Master Plan {RPDP, Long Range Construction Plan (LRCP), Installation Energy and Water Plan (IEWP) and Capital Investment Strategy (CIS)} and the documentation and integration of major maintenance and repair projects.
- Perform routine inspections of VING properties. Update property records in Planning Resource for Infrastructure Development and Evaluation (PRIDE), Installation Status Report (ISR) and SMS BUILDER database modules.
- Update the VING master plan periodically and conduct a review with users and stakeholders annually.
- Develop and maintain an integrated listing/program depicting all the Territory's Military Construction (MILCON), maintenance and repair projects.
- Provide for the acquisition of property and for the planning and development of facilities to support current and projected force structure.
- Update real property systems of record.
- Support the Construction and Facilities Management Officer and prepare documentation for presentation to Planning Boards.
- Record utilities, habitat and conservation resources in a Geographic Information System (GIS) database and produce maps as needed.
Requirements:
- Substantial knowledge of military planning and programming for new construction.
- Broad understanding of planning and land use concepts and procedures.
- Ability to understand programming for future MILCON.
- Ability to understand and apply engineering concepts, principles and techniques.
- Exceptional attention to detail and accuracy in work product.
- Proficiency in MSOffice applications and GIS software.
- Excellent verbal and written communication skills.
- Must be able to obtain a secret clearance.
