Job description
Albright College is seeking applications for Director of Human Resources. The Director of Human Resources is an experienced professional responsible for efficient operation of the HR department, including planning, leading, directing, developing, and coordinating the human resource policies and activities, managing and leading the small staff of the Human Resource (HR) department, implementing Albright's mission and talent strategy, conducting disciplinary actions, maintaining employee records, and ensuring legal compliance. The HR Director must exemplify a commitment to championing equity and inclusion with people of all statuses and identities. The Director conducts regular benefits analysis and provides consultation to management on strategic staffing plans, including compensation, benefits, retirement, training and development, budget, and labor relations. The Director displays excellent organizational skills, good time-management skills, and the ability to multi-task in a fast-paced environment, as well as possessing remarkable conflict management and decision-making skills to ensure employee compliance. The Director is charged with leading the recruitment, onboarding, engagement and retention strategies for the College, to ensure that all Albrightians are engaged with and contributing to the college's mission.
Essential Job Functions:
- Supports the College's strategic mission, vision, values and goals through HR programs, policies and practices.
- Ensures the Colleges HR policies, procedures, processes and practices are compliant with regulatory requirements and reflect accepted HR practices. Monitors and ensures Albright's compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
- Implements employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts; and designing and conducting educational programs on benefit programs.
- Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs.
- Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance; talent acquisition and management; employee relations, including productivity, recognition, and morale; occupational health and safety; training and development; and employee on-boarding and off-boarding.
- Manages and oversees the work of HR team members. Responsible for on-going support, evaluation and professional development of HR staff.
- Acts as a risk management coordinator for the College by working with third-party administrators, insurance carriers, legal counsel, and College management to help resolve employment related claims and mitigate exposure.
- Serves as the College's Title IX Coordinator to leads and direct the procedures related to the College's Title IX policy processes, for employees and students.
- Works with information technology colleagues to improve current technology solutions and, as needed, to identify, acquire and implement technology solutions, all aimed at improving HR processes, procedures and data management accuracy and efficiency.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to senior leadership.
- Initiates, pilots and implements HR programs, initiatives and best practices.
- Develops and manages annual budgets for the HR Department.
- Conducts research, studies and analyses of HR issues and data and uses and provides recommendations for appropriate strategies to senior leadership, and disseminates results as appropriate.
- Collaborates with senior leadership to evaluate and improved the College's goals and strategy related to staffing, recruiting, and retention and advises them on the status of HR and HR issues at the College.
- Plans and oversees special HR events and recognition programs for faculty, administrators, staff and retirees (which might include Retiree Luncheon, Employee Appreciation Day, United Way events, Holiday Banquet, PRIDE award program, Years of Service awards and recognition).
- Serves on committees and taskforces, which may include serving as the Retirement Plan Administrator for the College, serving as one of the Tuition Exchange Liaison Officers (TELO) of the College, and administering the Tuition Exchange program for the College, and serving as a member of the President's Council on Wellness.

COMPENSATION FACTORS
Supervision Required and Guidelines Used
The incumbent provides authoritative advisory services and policy interpretations involving foundational HR programs and major areas of uncertainty in approach or methodology. They resolve problems characterized by their breadth, depth, importance and severity to the College. They serve as an expert and consultant to the President and Cabinet. Their work is accepted as complete, accurate and comprehensive. The supervisor outlines overall objectives and available resources. Work is reviewed for its effectiveness in producing desired results and supporting strategic priorities.
The employee adheres to established guidelines, applicable laws and industry standards. The employee often uses judgment to determine the intent of guidelines, to develop policy and guidelines, and to formulate interpretations of policy and guidelines. Many times, guidelines require extensive analysis and interpretation.
Scope of Work
The incumbent is an essential strategic partner and advisor and provides the College with the information and tools necessary to attract, develop, manage and retain a high quality and diverse workforce. They invent and adapt HR programs and policies in support of the College's strategic goals and objectives and produce the results that help accomplish the College's mission. They play a critical role in management's planning and decision-making processes. They use their knowledge of the mission, goals and strategic priorities and their knowledge of HR issues, problems and opportunities to provide the full range of HR services and support.
Complexity of Work
The incumbent provides oversight for, performs and develops creative results driven approaches to the following for and on behalf of Albright College:
- Oversees the HRIS manager, in developing, delivering, managing, and maintaining HR information systems;
- HR Operations--administering, delivering, maintaining, advising on, and adapting basic concepts, principles, and theories of HR to the unique organizational, management, and mission requirements of Albright College;
- Pay Equity and Salary Administration--evaluation, establishing and maintaining a compensation program to determine appropriate pay, occupational groupings, and advising on position and organization design. Analyzing, interpreting, developing, and/or implementing laws, regulations, policies, and/or guidance involving salary administration (e.g., pay and/or leave administration) and advising management on the use of compensation flexibilities to help recruit, manage, and retain employees;
- Recruitment & Placement--recruiting, examining, selecting and placing employees; performing job analysis; workforce planning and analysis; and advising management in identifying, attracting, and retaining a high-quality and diverse workforce;
- Benefits administration--providing guidance and consultation to employees, former employees, annuitants, survivors, and eligible family members regarding retirement, insurance, health benefits, and injury compensation;
- Training and Development --planning, administering, and evaluating programs designed to develop employees and manage learning in the organization;
- Performance Development--assisting managers and supervisors in establishing, maintaining, and monitoring effective performance management programs to plan, monitor, develop, rate, and reward employee performance, and services that support formal and informal award programs to provide employee incentives and recognition;
- Employee Relations--Serving as lead investigator for any complex workplace investigations involving staff, administration or faculty. Providing advice and assistance to employees and managers, research, and case management in matters related to conduct, performance, attendance, and dispute resolution;
- Fair Employment Practice--ensuring compliance with legal and regulatory requirements, eliciting guidance from the College's employment Counsel, conducting and overseeing investigations, and representing the College in 3rd party adjudications;
- Employee engagement--coordinating the administration, analyses and reports of climate surveys, fostering an inclusive and respectful workplace culture, implementing best practices ensuring the College becomes an "employer of choice."
Knowledge and Qualifications Required:
The position requires an HR professional and technical expert who can serve as a strategic partner with management, demonstrate strong management, interpersonal, problem-solving and organizational skills, and work collaboratively with the College's many stakeholders. They must be able to build the HR's Department's visibility and credibility while implementing HR best practices organization wide. They must have knowledge of and skill in applying fundamental HR laws, principles, systems, policies, methods and practices. They must have a demonstrated commitment to diversity, equity, inclusion and employee engagement.

- EDUCATION AND EMPLOYMENT EXPERIENCE
- Required:
- Bachelor's degree in Human Resources, Organizational Development, Public Administration, Organizational Management, Employment Law, or other related academic disciplines; graduate degree preferred
- Experience as a senior-level HR professional (8+ years);
- Supervisory experience;
- Experience providing expert HR advice to senior leaders on a wide range of difficult, sensitive and controversial employment issues;
- Title IX training and experience.
- Desirable:
- SHRM-SCP / SPHR certification;
- Experience in education, public sector or non-profit work environments.
