The State of New Hampshire, Department of Administrative Services, Division of Personnel has a full-time vacancy for a Human Resources Coordinator I.

Summary: To coordinate, implement and audit human resources (HR) activities, transactions, and programs in support of the three branches of the NH State Government. Serves as a Division of Personnel representative, providing statewide technical support, training, and expert guidance on HR state and collective bargaining agreement (CBA), transactions, programs, and rules/regulations. Provides subject matter expertise to Division Sections and stakeholders regarding the State's Human Resources Information System (HRIS) and the application of Federal personnel rules and programs.

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from a recognized college or university with major study preferably in industrial relations, personnel management, or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Three years' experience in professional personnel work at an administrative, supervisory or technical level with experience in one or more of the following: job classification, examination, job analysis, personnel administration, labor relations, recruitment or related experience. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: A valid driver's license or access to transportation for statewide travel.



Special Requirements: All applications for this class shall be certified by the Director of Personnel.

Responsibilities:



Updates, verifies, and audits the entry and accuracy of centralized state personnel transactions, record/status changes, and personnel and position management data, including: I9s, hiring, promotions, certification, reclassifications, demotions, transfers, increments, leaves of absence, terminations, retirements, and date adjustments. Ensures compliance with all applicable human resources personnel rules, multiple CBAs, and state and federal regulations; rejects or returns incomplete or inaccurate work.

Clarifies and enforces established DOP rules, guidelines, policies, and procedures to agency-level human resources staff regarding the interpretation and application of established rules, guidelines, and CBAs as they apply to full-time, part-time, classified, unclassified, non-classified, permanent, temporary and/or seasonal employees. Provides expert guidance and training on diverse human resources-related functions and serves as a technical resource for issues pertaining to the State of NH’s Human Resources Information System (HRIS).

Supports the State Recruitment processes through the review and audit of internal and external job postings, input on recruitment activities, providing applicant guidance, and via the certification of applications for State Agencies. Ensures the appropriate application of hiring programs such as EEO, ADA, and the State’s participation and compliance with the Uniformed Services Employment and Reemployment Rights Act (USERRA) and the US Army Partnership for Youth Success (PaYS).

Works collaboratively with Division of Personnel Sections and with the Department of Administrative Services to answer agency questions about position funding, benefits, leave, compensation, recruitment and certification, reclassifications, and during the biennial budget progress. Troubleshoot HRIS system issues with Enterprise Applications Management (EAM) and state agencies to ensure appropriate security protocols are followed during transactions and input.

Actively promotes and advises employees and/or HR staff of training courses available at the Division and/or through the Bureau of Education and Training (BET). Provides insight and creative methods of designing training materials for presentation to agency staff and management, including DOP’s Central Operations policies, procedures, and best practices.

Identifies opportunities for improvements and efficiencies of human resources transactions and section goals, and works with the Unit Administrator to bring these to fruition. Cross-trains in all areas of Human resources programs and support in order o coordinate efficient statewide efforts.

Collaborates with Enterprise Applications Management (EAM) by serving as a partner in the design, testing, implementation and statewide rollout of new HRIS and system functionalities by conducting testing, participating in meetings as required, and performing other tasks as assigned.

Manages the State’s Reduction in Force (RIF) review and subsequent placement of laid-off state employees, in accordance with established reemployment guidelines within the Administrative Rules.
