Job Title: Senior Technical Writer
Job Summary:
This position is in support of the Marine Corps Tactical Systems Support Activity (MCTSSA). Working for MCTSSA supports critical technical innovation for advanced Marine Corps systems, directly contributing to the readiness and effectiveness of the United States Marine Corps in defense and security missions worldwide. Specifically, the Technical Writer will support the implementation of a new Science and Technology Reinvention Laboratory (STRL) system.
Responsibilities Include:
- Reviewing and analyzing position descriptions under MCTSSA's current acquisition demonstration system
- Researching personnel regulations, statutes, and policies governing Science and Technology Reinvention Laboratory (STRL) position descriptions and personnel systems to inform rewrite efforts
- Interviewing select leadership and staff to better understand position descriptions
- Rewriting identified position descriptions, ensuring accuracy in all aspects
- Briefing MCTSSA leadership on position description rewrite findings and obtain leadership validation of rewritten position descriptions prior to finalization
- Submitting final rewritten position descriptions in a format compatible with MCTSSA's personnel system documentation standards.
- Reviewing documentation and orientation materials to gain an in-depth understanding of MCTSSA's planned STRL structure, policies, and procedures
- Researching federal statutes, policies, and precedents regarding requirements for public notices detailing conversion to an STRL personnel system
- Interviewing leadership and human resources staff to understand the vision, goals, and planned policies of the new STRL system
- Drafting public notice content for Federal Register, ensuring plain language easily understandable to the general public, overview of how the new system advances mission goals, comparison of existing acquisition demonstration system, and STRL system changes in position classifications, pay bands, hiring procedures, grievance processes
- Reviewing notice draft with legal and human capital staff at MCTSSA for input and validation prior to Federal Register system entry approval
- Serving as advisor during 30+ day public comment period to address any inquiries or input received
- Assisting with drafting any necessary revisions to the notice or planned STRL system based on reviews of comments received
- Assisting MCTSSA in drafting the public notice to be posted in the Federal Register regarding details of the new STRL personnel management system
- Adjudicating comments to the final published notice
Required Qualifications and Skills:
- Bachelor's degree in English, Technical Writing, Public Administration, or related field
- Secret clearance
- Proven experience as a technical writer/editor, particularly in a government or regulatory environment
- Strong writing and editing skills, with the ability to write clearly and concisely for a diverse audience
- Knowledge of federal personnel regulations, statutes, and policies
- Familiarity with job grading, competencies, and skills requirements
- Experience working with leadership and staff to gather information and ensure accuracy in documentation
- Excellent research and analytical skills
- Ability to work independently and collaboratively in a fast-paced environment
- Strong attention to detail and ability to meet deadlines
Desired:
- Prior experience with the Marine Corps
- Experience with drafting public notices or similar documents preferred
Work Setting and Environment:
- Monday - Friday, normal working hours
- Work is to be performed onsite at Camp Pendleton, CA
