The Agency is responsible for administering the Florida Medicaid program, the licensure and regulation of nearly 50,000 health care facilities, and empowering consumers through health care transparency initiatives.

Position Overview:

 

This is an exciting opportunity to help shape the quality of health care in Florida. We are seeking to hire a Research and Statistics Consultant who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team-based work environment.

 

This position is located in the Bureau of Medicaid Program Finance (MPF). MPF manages and projects Florida’s $34.5 billion Medicaid Services budget, oversees financial reporting of the Agency’s contracted Medicaid health plans, calculates both institutional and non-institutional Medicaid reimbursement rates, and disburses supplemental payments to Medicaid providers.

 

This position is responsible for coordinating and conducting complex and technical budgetary and related

fiscal analyses for the Florida Medicaid program. The incumbent is responsible for assisting in determining Medicaid budgetary requirements; developing and conducting special studies and analyses relating to the Medicaid program and/or other health care issues developing the Medicaid budget/expenditures; determining the fiscal impact of proposed policy changes; assessing and

making recommendations regarding the factors which are having the most significant impact on the growth of financing expenditures; and developing and recommending a variety of financing strategies designed to maximize federal Title XIX

(Medicaid) funding.

 

Duties include but are not limited to the following:

 

Assists in the design and implementation of various data collection instruments needed for special program analyses, policy studies, program evaluations, and other research.

 

Develops fiscal analyses of proposed program changes including proposed federal or state legislation, rules, regulations, or other proposals which would have an impact on the Medicaid program.

 

Assists in conceptualizing new approaches for examining Medicaid program and financial issues in order to develop recommendations for revisions to program policies or procedures for improving the efficiency and effectiveness of the Medicaid program.

 

Provides projections and trend analyses for detecting and analyzing trends and deviations in programs.

 

Maintains detailed knowledge of Medicaid financial and program statistical data at the state and national levels.

 

This position is not a remote or telework position; it will have to report to a Field Office or the Headquarters in Tallahassee.

MINIMUM QUALIFICATIONS REQUIREMENTS

Four years of professional experience related to data analytics and economic forecasting.

Two years of professional experience using Microsoft Excel, Word, and Outlook.

 

Bachelor’s degree from an accredited college or university with a focus in accounting, computer programming, mathematics, financial economics, or statistics being highly preferred.

 

Experience can also be substituted on a year-for-year basis.
