Job Description and Duties

Are you looking to make a difference and join a highly motivated team working on issues critical to ensuring the safety and resiliency of California? The Electrical Undergrounding Division is seeking an Associate Governmental Program Analyst to work on a pioneering effort to develop policy and oversee implementation of electrical corporations’ efforts to reduce utility-ignited wildfires through undergrounding overhead circuits.

The Electrical Undergrounding Division is responsible for driving electrical corporations to be smarter and more efficient in how they target wildfire mitigations so that they operate more safely. To do this, the division will define guidelines and evaluate the electrical corporations’ 10-year undergrounding plans to ensure that they are reducing the risk of wildfire from utility-owned assets while increasing the reliability of the system.

This position will help support the team in their efforts by organizing workshops, stakeholder comments, project management support, and supporting the division’s HR and administrative needs.

A brand-new division, the Electrical Undergrounding Division is looking for people who want to help create new systems and policies. In-depth knowledge of wildfire issues or undergrounding is not required, but the desire to learn and the ability to dive into complex problem solving is.

This is statewide recruitment. Reporting location will be the closest OEIS Headquarter Office to the selected candidate’s residence.

This position is eligible for telework 5 days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. A teleworker is considered Remote-centered if they work fifty percent or more of their time from an alternate work location. The successful candidate must reside in California upon appointment.

Under direction of the Electrical Undergrounding Division Program Manager, the incumbent will function as a Program Support Analyst and will perform support tasks for the Division including, but not limited to, project management and support, document management, coordination of meetings, coordination and submittal of IT requests, and independently managing the Division's shared email inbox.

Working Conditions

- Energy Safety will utilize a Hybrid Remote/In-Person approach enabling staff to telework, when approved by management.

- Energy Safety will use shared workspaces for most staff (hoteling stations) when required to work in the office.

- Incumbent may be required to travel on occasion, including overnight stays.

Special Requirements

1. Describe how your previous professional experience prepares you for this position, including project management, meeting organizing, creating file structures for a multi-person team in a remote environment.

2. The AGPA will be expected to coordinate their work with colleagues across several divisions with in Energy . Describe an experience where you were expected to work with a broad group with different skill sets to accomplish your work. What project coordination approaches did you utilize? What “soft skills” did you develop?

3. What specific subject matter expertise can you bring to the position? How would that expertise relate to the mission of Energy Safety?
4. Writing sample that is non-fiction (no creative writing samples), sole author, written in last 3 yrs or most recent employment/student position, and no more than 5 pages. Ideally is a representation of your ability to think through a problem logically and in an organized fashion .

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Education focused in Environmental Studies, Policy, Economics, or a related field.

• Ability to learn and use customized database systems.

• Ability to monitor internal emails and calendars for scheduling meetings, workshops, etc. with various internal and external agencies and stakeholders.

• Experience coordinating multiple, changing calendars at the management/executive level.

• Demonstrated ability to research, organize, analyze, and interpret information to create reports and provide recommendations for management consideration.

• Knowledge of proper use of vocabulary, grammar, spelling, and possess excellent written and oral communication skills.

• Strong organizational skills with ability to prioritize workload, and ensure deadlines are met.

• Ability to work and communicate effectively with Authority staff, other agencies, and outside vendors.

• Ability to work independently and in a team environment.

• Demonstrated ability to think critically and pay careful attention to detail.

• Desire to work in a fast-paced, service-oriented state agency prioritizing accountability, transparency, and customer service.

• Ability to maintain a high degree of diplomacy and tact while interfacing with a wide range of staff and internal and external stakeholders.

• Dependable, accountable, punctual, and possess excellent attendance.
