Title: Project Manager
Location: Tallahassee, FL
Duration: 4 months with the possibility of extension
Interview Type: In-person (Might happen virtual upon the hiring manager's discretion)
Job Description:
Responsibilities:
A. Prepare Program Management Plans and Project Management Plans:
- Develop plans within specified timeframes, covering program implementation or changes.
- Scope of services plan submission for approval, including:
- i. Scope of work for technology solution implementation
- ii. Staffing plan with roles and responsibilities
- iii. Communication plan
- iv. Governance process or organizational framework
- v. Identified projects within the program
- vi. Benefit measurement related to program strategy
- vii. Strategic plan
- viii. Operations guide
- ix. Risk, Issue, Action Item, and Decision management processes
- x. Change Management process
- xi. Stakeholder management
- xii. Benefits management
- xiii. Reporting cost and schedule performance
B. Review and Update Project Management Plan:
- Regularly review approved plans throughout the term.
- Send changes for review and approval.
- Update the Project Management Plan within the requested timeframe.
C. Prepare Documentation:
- Prepare Legislative Budget Requests (LBR), Statements of Work (SOW), Operational Work Plans (OWP), and similar documentation.
- Develop Microsoft (MS) Project schedule or equivalent, including key elements.
- Submit the schedule for approval.
D. Review and Maintain Project Schedule:
- Regularly review and send changes or risks for review and approval.
- Maintain the approved project schedule on a weekly basis.
E. Populate and Maintain RAID Log(s):
- Use MS SharePoint list, MS Excel workbook, or equivalent format.
- Provide a copy of the RAID Log(s) upon request.
F. Comply with OATS Administrative Policies:
- Work with the Department's Contract Manager throughout the PO term.
G. Prepare ISDM or SDF Documentation:
- Ensure compliance with OATS policies and procedures.
- Apprise OATS staff on ISDM or SDF information as directed by the Department's Contract Manager.
H. Oversee Technical Documentation:
- Manage the development and storage of project technical documentation.
- Ensure compliance with OATS policies, procedures, and technical standards.
I. Resource Management:
- Work with Functional Managers to obtain and maintain resources.
J. Lead Project Team:
- Lead the Project Team, assign tasks, and ensure deliverables are created and maintained.
K. Manage Program/Project Scope, Budget, and Schedule:
- Oversee the process of scope, budget, and schedule revision.
L. Document and Manage Communications:
- Document and manage program/project communications, scope, schedule, and budget.
M. Evaluate, Track, and Report Risks:
- Evaluate, track, and report identified risks to the Department's Contract Manager.
- Develop and implement risk response strategies.
N. Apprise Stakeholders:
- Inform Stakeholders of risks and issues affecting the project.
- Provide recommended solutions when escalating risks and issues.
O. Communication and Reporting:
- Communicate relevant information through formal and informal status reporting.
- Facilitate meetings and provide necessary documentation.
P. Conflict Resolution and Coaching:
- Address Project Team conflict proactively.
- Mentor and coach junior team members.
Q. Review Deliverables:
- Review required documentation for completeness and correctness before submission.
Qualification Requirements:
a. Minimum Qualifications:
- Effective communication skills.
- Project Management Professional certification.
- Minimum of ten (10) years of IT business/industry work experience.
- Minimum of seven (7) years of project management experience.
- Experience with Agile Methodologies.
- Minimum of five (5) years managing projects following PMI's standards (PMBOK Guide).
- Minimum of three (3) years developing program or project strategy.
- Minimum of three (3) years of experience managing large, cross-divisional, and cross-functional software development programs/projects.
b. Preferred Experience:
- Experience leading custom software development projects, Microsoft Dynamics 365, or Microsoft Power Platform development programs/projects.
- Experience leading cloud solution development programs/projects.
- Communication with IT and business leadership.
- Facilitating requirements gathering and Joint Application Design sessions.
- Preparing Legislative Budget Requests (LBR), Statements of Work (SOW), and Operational Work Plans (OWP).
- Experience with State Purchasing rules, processes, and documentation.
- Experience with Information Technology purchasing processes and practices.
- Managing documentation in MS SharePoint.
- Managing projects for a state of Florida Information Technology PMO.
- Creating a Solution Definition Framework or ISDM.
c. Educational Qualifications:
- Minimum of a bachelor's degree in computer sciences, management information systems, or five years of work experience in information technology.
