The Administrative Consultant - Continuing Education position will be an integral member of the Bureau of Community Colleges and Postsecondary Readiness.
Your Responsibilities:
Coordinate and lead teams related to statewide noncredit and continuing education initiatives. Teams consist of colleagues both within and outside the bureau specializing in different subject matters.
In this lead capacity:
- develop the scope, timing, elements and priority of projects assigned by bureau management
- develop and implement project plans including goals, objectives, procedures and resources
- present data team products to stakeholders such as community college presidents, trustees, legislative committees and at national conferences
- serve as liaison with statewide groups such as the community college noncredit deans and directors and partner agencies on matters related to data requests and initiatives
- serve as liaison with educational, workforce and corporate partners on state and national data exchange projects, including drafting and monitoring data-sharing agreements
- resolve complex program or project administration problems by analyzing a variety of information including federal and state laws, rules and regulations and developing solutions that may be innovative
- coordinate community college data reporting required for state and federal performance metrics and accountability systems and initiatives
- represent the bureau on national research, data sharing and initiatives related to community colleges and workforce development
- Serve as lead project manager of the Iowa Skilled Worker and Job Creation Fund (ISWJCF) Programs and activities
- Collaborate with education consultants and leadership in designing and implementing appropriate policy guidance, technical assistance, record keeping, and data collection which include the following programs:
- Workforce Training and Economic Development (WTED)
- Pathways for Academic Career and Employment (PACE)
- Gap Tuition Assistance and Accelerated Career Education (ACE) Infrastructure
- Coordinate workforce preparation program evaluation activities and methodology including the development of metrics and data collection.
- Prepare legislative annual reports and publications on ISWJCF activities and program outcomes, submit to leadership and legislature
- Serve as a liaison and lead project manager for internal and external customized, controversial, sensitive and complex workforce-related, multi-agency projects.

Hours: 8:00 A.M. – 4:30 P.M., Monday – Friday; occasional in-state and out-of-state travel

- Able to give oral presentations and represent the Iowa Department of Education at meetings, statewide conferences, or national conventions
- Able to effectively communicate to a non-technical audience, including policymakers, educators and community leaders
- Must have exceptional communication skills, both written and oral, to produce a range of reports and publications from technical journal articles to high-level summaries
- Strong interpersonal skills to build relationships with team staff members, education program consultant staff and other governmental agencies
- Ability to work in a fast-paced environment and prioritize multiple tasks
- Experience interpreting technical analyses and disseminating information to stakeholder groups in a non-technical manner
- Demonstrated ability to work collaboratively on, and provide leadership for, a high-performing team.
- Demonstrated experience managing complex data projects
- Ability to establish and maintain harmonious working relationships with external partners
- Ability to work independently, moving projects forward with minimal supervision
- Experience using data analysis and data systems to drive system improvement
- Experience managing continuing education, noncredit and/or workforce-related programs and projects

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university, and experience equal to five years of full-time, professional-level work in program administration, development, management, or operations.
2) A combination of a total of nine years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work may substitute for one year of full-time experience.
3) Graduation from an accredited college or university with a Master's degree in social work, law, education, engineering, or public or business administration, and experience equal to three years of full-time, professional-level work in program administration, development, management, or operations.
4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Education Program Consultant.
