Job Duties
Virginia Department of Environmental Quality's, Office of Information Services seeks a qualified candidate to serve as a GIS Specialist. This position:
- Perform development work for new geospatial datasets for the agency
- Perform dataset updates, editing (when necessary), and QAQC of existing agency geospatial datasets
- Perform development of new GIS web applications, as well as maintenance, bugfixes and enhancements to existing applications, tools and widgets
- Develop, update and maintain agency python scripts for regular data maintenance and ETL tasks
- Serves as backup geodatabase administrator to perform geodatabase design, development, tuning, and integration-related work
- Design, analyze and develop new systems, enhancements, and changes to GIS and integrated applications and systems
- Work closely with project managers, other developers, BSA’s and BA’s while development, testing and releasing application to production environments
- Assists the GIS Administrator with day-to-day tasks as needed
- Provide high quality direct user support the a variety of technical GIS staff throughout the agency
- Maintain existing agency applications, to include patching, updates and upgrades
- Serve as backup to Analytical Systems Administrator to support analytical/reporting servers and applications (Tableau, etc) as needed
- Serve as backup GIS Server Administrator and perform the following as needed/requested by the primary server administrator
- Perform routine maintenance activities (patching, job monitoring etc.) related to agency GIS servers
- Perform GIS related System Administration as specified in the OIS System Administration guide per current OIS standards and process
- Respond to incidents and outages on assigned systems
- Ensures systems documentation for all deployed systems are written, maintained, and kept current

Minimum Qualifications
- High level of experience in working with ESRI’s Enterprise GIS platform
- High level of experience and proficiency working within ArcGIS Pro
- Experienced in managing web GIS content in either ArcGIS Online or ArcGIS Portal
- Proficient working within enterprise relational databases
- High level of experience and proficiency working with Python to develop scripts aimed at data ETL, application support/development, and/or GIS platform administration
- Proficient with writing queries, stored procedures, etc., in SQL (PSQL or TSQL)
- Ability to work individually as well as part of a team

Additional Considerations
- Proficiency leveraging Arcade for web GIS development and functional enhancements
- Experience with Esri’s Experience Builder, Builder Developer experience
- Esri technical certification or GISP certification
- Proficiency with publishing, managing and tuning map services and feature services
- Ability to communicate verbally and in writing to collaborate with technical staff, users and management to collaborate on requirements and problem solving
- Knowledge of System Development Lifecycle
