EDUCATION/CERTIFICATIONS MANDATORY
BA/BS degree in relevant field; Master's preferred
WORK EXPERIENCE MANDATORY
- Knowledge of best practices in accounting and/or federal contracting preferred;
- Experience implementing multiple project management tools/techniques to evaluate processes;
- Able to designate and assign risk and adjust processes accordingly;
- Highly adaptable in a rapidly evolving regulatory climate that involves sensitive scientific research and patient care;
- Experience advocating for other members within your organization and can articulate previous successes;
- Comfortable interpreting budget information and applying it in new ways to generate savings and proactive planning;
- Well-versed in drafting and refining contractual documentation; and
- Strong administrative skills with the ability to prioritize complex tasks.

ROLES AND RESPONSIBILITIES
- Serves as a leader ensuring that staff are working in concert to systematically integrate project components to meet milestones and deliverables.
- Gathers and analyzes management information, cost information, information systems, and other business data.
- Determine trends and provide recommendations.
- Prepares business case analysis.
- Craft and enforces quality control program.
- Work with researchers to develop statements of work, sole source justifications, acquisition plans, and any other necessary contractual documentation
- Work with the centralized acquisitions office to determine the best course of action (i.e., fixed price vs. cost reimbursement) for unique contract requirements valued above NA,000
- Work with the OIM Director to streamline and automate contract tracking and invoicing
- Investigate setting up Institute-specific agreements to drive vendor discounts and decrease timelines to acquire necessary products/services (e.g., maintenance)
- Work with internal and external offices and vendors to resolve billing issues.
- Provide regular reports on the staffing contract to management team.
- Develop, implement, and monitor a plan for regular check-ins with contractors, staffing companies, and the OIM management team to assess the overall effectiveness of the OIM contractor staffing program.
- Facilitate the renewal of all DIR staffing contract mechanisms.
- Maintain complete and up-to-date electronic contract files, including a staffing database.
- Work closely with the budget office to identify underspent programs and assist them in the creation of acquisition plans
- Regularly review the staffing program to assess the need for changes or enhancements to improve services, reduce costs, and/or increase staff satisfaction.
- Serve as the single point of contact for professional staffing requirements
- Train DIR staff on acquisitions policies and processes where appropriate
