Qualifications:

Minimum of 15 year(s) of experience in Analyzing and performing regulatory and standards development OR BA/BS Degree

  • Working knowledge of the regulatory process, the Regulatory Flexibility Act (RFA) as it pertains to BSEE?s legal responsibility to assess the impact of proposed and final regulations, the Administrative Procedure Act (APA), and the National Environmental Policy Act (NEPA).
  • Excellent strong skills in writing, preparing briefs, and editing, with excellent attention to detail.
  • Proven ability to produce high-quality work products under short timelines. Experience in creating both technical and briefing documents with minimal or no oversight.
  • Experience required with Windows, MS Word, MS Excel, Power Point

Duties:

Candidate must possess excellent analytical, writing, and editing skills and have the legal ability to perform regulatory reviews and evaluations of policy documents and reports. In this role, the enrollee will assist and drive the development of the Bureau?s renewable energy regulations and compliance strategies, including the adaptation of BSEE national policies into executable plans and methodologies.

  • Identifies issues and conducts gap analysis during the assessment and development of regulations and coordinates with and provides programmatic support to the BSEE/BOEM management, and coordinates with the Office of Solicitor, tribal organizations, and other government agencies for the promulgation and defense of renewable energy regulations.   25%
  • Provides expertise in applicable laws, regulations, and other authorities when representing BSEE in meetings and conferences. Serves on Bureau, interagency, and technical committees of national and international regulations significance pertaining to outer continental shelf (OCS) renewable energy.   25%
  • Maintains close liaison with the Office of the Solicitor in identifying the need, request, coordination, and distribution of legal opinions and instructions related to BSEE?s renewable energy program.   10%
  • Provides senior management and renewable energy staff guidance on matters pertaining to legislation and regulations, ensuring new or revised rules are consistent with the existing rules content and form.   20%
  • Collaborate with BSEE/BOEM offices to develop policies and work with Solicitor?s office to pursue legal remedies, if necessary, for renewable energy.   20%

  • Remote work arrangements are available for this position.
